What is the role of the Team Lead of Human Resources?

The Team Lead of Human Resources leads a highly responsive, employee-focused team that serves NISC employees by effectively managing key human resources activities and processes. You will work closely with internal stakeholders, including members of management and communications staff as well as recruiting and organizational development staff within the People Services Division.  You will actively lead a team who administers a competitive compensation and benefits program, maintains employee policies and personnel records, facilitates a progressive, coaching-focused performance management process, and consults with and advises both employees and members of management in various employee relations matters. 

Essential Functions:

The Team Lead of Human Resources is responsible for performing the following essential functions in order to ensure the People Services team effectively executes its responsibilities:

  • Lead management and administration of employee benefits programs, including health insurance, retirement, wellness, and other perks.
  • Develop and maintain employee policies and procedures in alignment with legal requirements and organizational objectives.
  • Support effective compensation practices, including maintaining compensation structures and assisting in compensation management.
  • Develop and implement strategies to support employee engagement, relationship-building, recognition, and overall workplace satisfaction.
  • Oversee and support planning and execution of employee events, including events identified by employee activity, wellness, and volunteer committees.
  • Identify, monitor, evaluate and regularly report key HR metrics
  • Ensure NISC employees receive the highest level of customer service and support in areas of responsibility, including through effective use of CRM tool
  • Serve as a trusted resource and advisor for both employees and leadership team in matters of employee performance, conflict management, or other employee relations concerns  
  • Ensure effective execution of initiatives to support employee performance and development, including management of goal-setting, assessment, and promotion processes.
  • Coordinate with organizational development staff to deliver regular and effective leadership training.
  • Ensure effective and confidential administration of employee records, including management of HRIS system.
  • Support and facilitate strong, trusting relationships among the HR team and NISC employees at every level of the organization
  • Partner with leadership to foster a culture that reflects NISC’s Shared Values
  • Coordinate with legal team to ensure compliance with applicable employment and benefits laws and regulation and best practices, and conduct investigations as advised
  • Set meaningful objectives for team members and assist them to prioritize tasks.
  • Delegate authority to team members to enable them to achieve their objectives and regularly follow up to ensure progress.
  • Regularly assess team member performance and constructive feedback to support continuous growth of team members
  • Coach team members to ensure their professional development.
  • Select high-performing team members and create high level of team spirit and engagement
  • Assist to prepare annual budget and manage team activities within budget
  • Demonstrate and ensure team commitment to NISC Shared Values and culture, adopting the highest standard for team members in all internal and external interactions
  • Other duties as assigned.

Desired Knowledge, Skills, Abilities and Experience:

  • Eight to ten years of relevant experience, including three years in a leadership or supervisory role.
  • Mastery of HR fundamentals, practices, and legal environment of human resource administration.
  • Mastery of benefit practices and regulatory guidelines.
  • Strong delegation, prioritization, coaching, and feedback delivery skills.
  • Superior written and verbal interpersonal and communication skills.

  • Ability to manage the day-to-day operations of a team engaged in a high volume of work.

Education

  • Four-year degree in human resources, business, or other related field of study or comparable experience.

The division is responsible to:

  • Provide high-quality, highly-responsive support to employees in all locations
  • Ensure a competitive salary range for all positions and manage biannual wage adjustments
  • Manage employee promotion process and research and recommend promotions for approval
  • Effectively administer all employee benefit plans and programs, including paid and unpaid leave
  • Ensure compliance with NISC policy, state and federal laws and regulations
  • Support coaching-focused annual performance process
  • Support employee learning events and mentoring programs
  • Maintain regular employee pulse surveys and recommend opportunities for improvement
  • Plan and coordinate all employee social events and recognition activities throughout the year
  • Develop and deliver regular, valuable communications with employees through various communication platforms
  • Provide guidance and assistance to all employee committees
  • Consult with, advise, and support employees and members of management to resolve personnel matters
  • Ensure compliance with Americans with Disabilities Act and manage all requests for reasonable accommodation
  • Coordinate with legal team to immediately investigate all reports of discrimination, harassment, ethics violations and/or other legal or policy infractions.

The People Services division also consists of a talent acquisition team that proactively supports employee engagement, recognition, and retention efforts.  Key functions include building a talent pipeline, managing end-to-end recruitment efforts, maintaining up-to-date job descriptions, and developing and delivering onboarding curricula. Both Team Lead positions report to the Chief People Officer.
