LEAP Program Description

Global Solutions Ventures (GSV) – a joint-venture partnership between ZemiTek, LLC and Dexis Consulting Group – is implementing the Long-term Exceptional Technical Assistance Project (LEAP Global), a mechanism originally used by USAID to battle against infectious diseases such as malaria, HIV/AIDS, tuberculosis, neglected tropical diseases, and pandemic influenza. As of July 1, 2025, LEAP Global transitioned to the U.S. Department of State (DOS). This initiative aims to address the complex human resource challenges faced by national infectious disease programs in the USA-supported countries.

The intervention of this project is to hire and embed technical expert advisors and subject matter experts within government entities. By directly embedding the technical expertise within the national programs, LEAP provides long-term, sustainable lifesaving support to empower host governments to lead and manage key aspects of their infectious disease portfolios and improve coordination between the U.S. Government and the host country.

About the Position

Nepal has prioritized tuberculosis (TB) elimination through the Government of Nepal’s TB-Free Nepal Initiative, supported by domestic financing, life-saving humanitarian assistance, and external resources, including the Global Fund. Effective coordination across national and sub-national levels, alongside strong technical support for Global Fund proposal development and grant implementation, is critical to achieving reductions in TB incidence and mortality.

To strengthen coordination, proposal development, and implementation oversight, a Coordinator will be engaged to support the National TB Program (NTBP) in managing the TB-Free Nepal Initiative and Global Fund TB grants in a coherent, results-oriented manner, including support to ensure alignment between national TB free priorities and Global Fund grant cycles and to strengthen coordination across federal, provincial and local levels.

The purpose of this position is to coordinate planning, proposal development, implementation, and monitoring of the Nepal TB-Free Initiative and Global Fund–supported TB programs, ensuring alignment, timely execution, and effective use of resources and coherence between national TB-Free priorities and Global Fund grant cycles across all levels of implementation. The Advisor will support the NTBP in carrying out life-saving humanitarian assistance (LHA) service delivery in full alignment with the new Presidential Executive Order (EO) directives. 

Responsibilities

Coordination of the Nepal TB-Free Initiative

  • Coordinate planning and implementation of the Nepal TB-Free Initiative across national, provincial, and palika levels.
  • Serve as a central coordination point between NTBP, provincial health authorities, TB-Free Initiative palikas, and implementing partners.
  • Support harmonization of TB-Free Initiative activities with Global Fund–supported interventions to avoid duplication and ensure complementarity.
  • Track implementation progress of TB-Free Initiative activities and flag operational challenges requiring management action.
  • Support preparation and follow-up of coordination meetings, technical discussions, and review forums related to the TB-Free Initiative.
  • Support operationalization of the TB-Free Palika framework, including coordination on planning, implementation milestones, monitoring indicators, and documentation required for TB-Free recognition and reporting.
  • Facilitate coordination between federal, provincial, and palika levels to strengthen decentralized planning, implementation oversight, and local accountability for TB-Free outcomes.

Global Fund Proposal Development and Grant Support

  • Coordinate and provide technical and organizational support for Global Fund TB grant proposal development, including concept notes, funding requests, and supporting documentation.
  • Facilitate inputs from NTBP, MoHP divisions, provinces, palikas, and partners to ensure proposals are technically sound, aligned with national priorities, and implementation-ready.
  • Support NTBP in aligning Global Fund proposals with the TB-Free Nepal Initiative, national TB strategy, and LHA priorities including ensuring coherence between ongoing and upcoming grant cycles.
  • Assist in organizing internal reviews and consultations during proposal development and grant revision processes.
  • Support organization and documentation of country dialogue meetings and consultations related to Global Fund TB funding requests. • Assist in tracking, consolidation, and follow-up of Global Fund Technical Review Panel (TRP) comments and agreed actions during proposal development and grant revision processes.

Global Fund Grant Implementation and Monitoring

  • Support NTBP in coordinating implementation of Global Fund TB grants, including tracking timelines, milestones, and key deliverables.
  • Assist in monitoring progress of grant implementation and identifying risks, delays, or bottlenecks.
  • Review and compile implementation and performance information for Global Fund progress updates and reports, in coordination with NTBP and partners.
  • Support grant implementation reviews and follow-up actions to improve performance and absorption.
  • Maintain regular communication with Global Fund and partners to ensure alignment on implementation status and technical approaches.
  • Support tracking of key grant management tools, including workplans, performance frameworks, and implementation milestones, in coordination with NTBP and implementing partners.
  • Assist NTBP in identifying implementation risks (programmatic, financial, or operational) and documenting agreed mitigation and follow-up actions.

Performance Monitoring and Quality Improvement

  • Support NTBP in monitoring progress of TB-Free Initiative and Global Fund–supported activities against agreed indicators and targets.
  • Identify implementation gaps, performance bottlenecks, and coordination challenges affecting TB service delivery.
  • Support documentation and follow-up of agreed corrective actions at national and sub-national levels.
  • Facilitate use of routine data and performance findings to inform program adjustments.

Stakeholder Engagement and Partner Alignment

  • Help organize and facilitate regular coordination and technical meetings among NTBP, Global Fund, donors (including DoS, as relevant), and implementing partners.
  • Promote alignment of technical approaches, implementation plans, and reporting requirements across the TB portfolio.
  • Support consensus-building among stakeholders on priority actions to accelerate TB-Free Initiative and Global Fund results.
  • Promote alignment of TB-Free Initiative and Global Fund supported activities with community systems strengthening, gender, and rights-based approaches, in line with national priorities.
  • Support coordination between NTBP and NCASC to strengthen TB-HIV collaborative activities under Global Fund supported programs, including aligned planning, implementation follow-up, and reporting, as guided by respective national programs.
  • Facilitate information sharing and joint discussions related to TB-HIV collaborative programming during coordination meetings and reviews, to promote coherence across TB and HIV investments.

Key Deliverables

  • Coordinated workplans and tracking tools for TB-Free Initiative and Global Fund TB grants.
  • Technical and coordination inputs to Global Fund TB proposal development.
  • Periodic implementation tracking summaries and issue briefs.
  • Consolidated inputs to Global Fund progress updates and review processes.
  • Documentation of coordination meetings and agreed follow-up actions.
  • Tracking matrix for Global Fund proposal development actions, including consultations and TRP follow-up items. • Periodic coordination briefs highlighting implementation risks, bottlenecks, and recommended follow-up actions.

Reporting and Coordination

  • The Advisor will work under the overall guidance of the NTBP.
  • The Advisor will coordinate closely with MoHP divisions, provincial and palika TB teams, implementing partners, and donors to support aligned planning, implementation and monitoring of TB-Free initiative and Global Fund supported activities.
  • The Advisor will serve as a focal point for coordination and information exchange with the Global Fund and other relevant partners on TB grants as guided by NTBP.
  • The Advisor will provide a detailed monthly report to the U.S. Department of State submitted by the 5th day of the following month. Additionally, the Advisor will submit a weekly progress report to U.S. Embassy/Department of State (and participate in weekly calls) to include a short paragraph about main successes for that week.
Qualifications
  • Advanced degree in public health, health management, or a related field.
  • Minimum 5 years of experience in TB or donor funded public health programs including demonstrated exposure to Global Fund supported grants.
  • Demonstrated experience supporting Global Fund proposal development and/or grant implementation.
  • Familiarity with TB-Free Palika or decentralized TB programming within Nepal’s federal health system is an asset.
  • Strong coordination, organizational, and stakeholder engagement skills.
  • Experience working with government health programs and sub-national structures in Nepal is highly desirable.
  • Strong written and verbal communication skills.
  • Proficiency in English required.
