JOB SUMMARY:
Our client, an international manufacturing company, is seeking a Talent Acquisition & Recruitment Operations Specialist to support recruitment operations, internal talent mobility, workforce planning, candidate experience, and the performance of external Recruitment Process Outsourcing partners at its Monterrey facility.
This position serves as the primary operational liaison between Human Resources, hiring managers, plant leadership, internal candidates, and external recruiting partners. The role is responsible for coordinating recruitment activities, monitoring provider performance, maintaining hiring metrics, standardizing processes, and supporting the facility’s staffing objectives and growth plans.
The ideal candidate has experience in manufacturing recruitment, high-volume hiring, recruitment operations, and the management of Recruitment Process Outsourcing providers, staffing agencies, or external recruiting vendors.

EDUCATION:
  • Bachelor’s degree in Human Resources, Business Administration, or a related field preferred.
REQUIREMENTS:
  • Minimum of five years of experience in Talent Acquisition, Recruitment Operations, or a related recruiting function within a manufacturing environment.
  • Experience supporting high-volume hiring initiatives.
  • Experience managing Recruitment Process Outsourcing providers, staffing agencies, recruiting firms, or other external recruiting vendors.
  • Experience monitoring vendor performance and service delivery.
  • Bilingual proficiency in English and Spanish.
  • Availability for domestic and international travel of up to 10%.

  • Proficiency in Microsoft Excel, Word, and Outlook.

RESPONSIBILITIES:
  • Manage relationships with multiple Recruitment Process Outsourcing providers and external recruiting partners.
  • Serve as the primary point of contact for escalations, issue resolution, performance management, and operational alignment.
  • Analyze hiring needs and allocate requisitions among recruiting partners based on business priorities and workforce demands.
  • Establish and maintain standardized recruitment practices across external providers.
  • Conduct weekly operational meetings and regular business reviews with Recruitment Process Outsourcing partners.
  • Monitor provider performance, recruitment progress, capacity, candidate quality, costs, challenges, and improvement opportunities.
  • Create, maintain, and analyze recruitment trackers, dashboards, hiring metrics, and operational reports.
  • Ensure accurate and timely reporting of recruitment activity, workforce trends, forecasts, hiring progress, and recruitment-related expenditures.
  • Partner with Human Resources and business leaders to support headcount forecasting, staffing plans, expansion projects, and operational hiring requirements.
  • Collaborate with Recruitment Process Outsourcing partners and Human Resources to develop candidate attraction strategies, including transportation solutions, community outreach, referral initiatives, and alternative talent pipelines.
  • Administer and coordinate internal job-posting processes.
  • Screen internal applicants according to established eligibility criteria, including tenure, attendance, performance, disciplinary records, and job-related qualifications.
  • Coordinate interviews and selection activities for internal candidates while accommodating rotating shifts and operational requirements.
  • Partner with Human Resources to support promotions, transfers, compensation changes, and internal employee movements.
  • Maintain effective communication and timely follow-up with internal and external candidates throughout the recruitment process.
  • Promote internal mobility and employee awareness of career-development opportunities.
  • Develop procedures, guides, tools, and process improvements that strengthen recruitment effectiveness, candidate experience, onboarding, referral programs, and workforce planning.
  • Support plant engagement initiatives and employee events through coordination, communication, logistics, and documentation.
  • Evaluate the capacity, quality, performance, and cost-effectiveness of existing Recruitment Process Outsourcing partners.
  • Recommend additional recruiting providers or sourcing solutions when the business requires specialized support or increased recruitment capacity.
  • Coordinate purchase requisition requests and monitor invoice approval and payment status in partnership with Human Resources and Finance.
  • Support continuous improvement initiatives that strengthen recruitment efficiency and the experience of candidates and hiring managers.
