This isn't just any job. The NC3 Enterprise Center is the Department of Defense’s lead organization for enterprise-level systems engineering and architecture for NC3.  Our customer, led by the Commander, U.S. Strategic Command (USSTRATCOM), applies subject matter expertise and best practices to translate mission and operational requirements into solutions and operational capabilities. 

In this role, you will test and evaluate critical high assurance communication systems.  These test and evaluation activities ensure national leaders have assured communications in both peacetime and wartime.  The position encompasses responsibilities including test tool configuration and operation, developmental and operational test planning, test execution, test data analysis and report writing.  You will work closely with our customers to develop and facilitate execution of detailed test plans.

Test Engineer Primary Responsibilities:

  • Working as part of a test team to accomplish technical assessments of high-assurance systems.
  • Developing and executing test plans in collaboration with the government customer.
  • Executing test events in both laboratory and operational environments.
  • Utilizing a suite of hardware and software test and data analysis tools.
  • Performing analysis of test data and documenting test results and recommendations.

Test Engineer Basic Qualifications:

  • Top Secret/SCI Security Clearance.
  • The successful applicant must possess a Master’s Degree in Engineering or Computer Science or an educational equivalent.
  • 10 years’ experience in the following:
    • Test and Evaluation of networked hardware and/or software.
    • Test planning and test procedure development and documentation.
    • Conducting test events.
    • Digital test data collection, analysis and results documentation.
  • Ability to multi-task and work in a dynamic environment.
  • Strong written and verbal communication skills with the ability to write test documentation and create and deliver presentations.
  • Competency in Microsoft Office Suite applications (e.g., Word, Excel and PowerPoint).
  • Experience using collaboration tools (e.g., MS Teams).

Preferred Qualifications 

  • Experience with network data collection and testing tools, and analysis techniques, including:
    • Sniffing and packet capture using Wireshark.
    • Network traffic simulation/generation using standard tools, such as wget, iPerf, ping, etc.
    • Parsing and analysis of PCap files.
  • Python programming and scripting skills.
  • Understanding of/and experience with VOIP systems, codecs and transmission standards.
  • Knowledge of Nuclear Command, Control and Communications (NC3), National Leadership Command Capability (NLCC) or Senior Leader Command, Control and Communications System (SLC3S).
  • Experience working with Nuclear C3 community stakeholders such as Air Force, Navy, NC3 Enterprise Center (NEC), USSTRATCOM, USCYBERCOM, the Joint Staff, and OSD.

Pay Range:Pay Range $92,300.00 - $166,850.00

Additional factors considered in extending an offer include (but are not limited to) responsibilities of the job, education, experience, knowledge, skills, and abilities, as well as internal equity, alignment with market data, applicable bargaining agreement (if any), or other law.
