The Systems Analyst will support the Texas Health and Human Services Commission. This role is responsible for analyzing user requirements, business objectives, and operational procedures to automate or improve existing computer systems. The Systems Analyst 2 will confer with organizational personnel to identify problems, gather input and output requirements, and document detailed descriptions of user needs and program functions. This position requires strong analytical, communication, and interpersonal skills to work effectively across teams and stay current with information technology industry trends.

Responsibilities

  • Analyze business objectives and problems, and identify alternative solutions.
  • Perform studies and cost/benefit analyses of proposed alternatives.
  • Review, analyze, and evaluate user requirements, operational procedures, and problems to automate or improve existing computer systems.
  • Confer with personnel of organizational units to analyze current operational procedures and identify problems.
  • Gather specific input and output requirements, including forms of data input, data summarization methods, and reporting formats.
  • Write detailed descriptions of user needs, program functions, and steps required to develop or modify computer programs.
  • Review computer system capabilities, specifications, and scheduling limitations to determine feasibility of requested programs or program changes.
  • Document input and output requirements to support system automation or improvement efforts.
  • Apply knowledge of architectural concepts, principles, and tools relevant to infrastructure, information, applications, and organizational structure.
  • Monitor and relate emerging technology trends and information technology industry directions to organizational needs.

Requirements

Minimum Qualifications

  • 5 years of experience in identifying business objectives and problems and developing alternative solutions.
  • 5 years of experience reviewing, analyzing, and evaluating user requirements, operational procedures, and problems to automate processing or improve existing computer systems.
  • 5 years of experience writing detailed descriptions of user needs, program functions, and steps required to develop or modify computer programs.
  • 5 years of experience performing cost/benefit analysis of systems and alternatives.
  • 5 years of experience analyzing and documenting input and output requirements, including forms of data input, data summarization methods, and reporting formats.
  • 5 years demonstrating a high level of sound logic and analytical ability.
  • 5 years demonstrating highly developed oral and written communication skills.
  • 5 years demonstrating a high level of interpersonal skills to work effectively with others, motivate staff, and elicit work output.
  • 5 years of knowledge and understanding of information technology industry trends and directions, with the ability to relate them to organizational needs.
  • 5 years of knowledge of architectural concepts, principles, and tools relevant to infrastructure, information, applications, and organizational structure.
  • 5 years of knowledge of emerging technologies, including those new to the organization and those new to the information systems industry.

Preferred Qualifications

  • 2 years of experience with the Texas DIR Project Delivery Framework and associated document templates.
  • 2 years of familiarity with organizational information architecture and information management methodologies.
  • 2 years of familiarity with existing and planned software technology, including global, regional, and local software architecture and infrastructure components.
  • Experience with healthcare applications.

Additional Requirements

  • Candidates must be able to satisfy criminal background check requirements as authorized by Texas law.
  • Candidates must currently reside in Texas; out-of-state candidates planning to relocate will not be accepted.

Work Location and Schedule

Location: 701 W 51st Street, Austin, TX 78751.

Schedule: Monday through Friday, 8:00 a.m. to 5:00 p.m., excluding State holidays. Work outside normal business hours, including evenings, weekends, and holidays, may be required and must be pre-approved.

Work Arrangement: Hybrid.
