The Systems Analyst III will support the Texas Health and Human Services Commission on the SHARP Data Engineering and Data Governance project. This role requires 8 or more years of experience and relies on independent judgment to plan and accomplish complex technical goals. The Systems Analyst will understand business objectives and problems, identify alternative solutions, and perform studies and cost/benefit analysis of those alternatives. The role involves analyzing user requirements, procedures, and problems in order to automate processing or improve existing computer systems. The Analyst will confer with personnel across organizational units to analyze current operational procedures and identify data input, output, and reporting requirements. A wide degree of creativity and latitude is expected in performing a variety of complicated tasks.
Responsibilities:
- Understand business objectives and problems and identify alternative solutions.
- Perform studies and cost/benefit analysis of proposed alternatives.
- Analyze user requirements, procedures, and problems to automate processing or improve existing computer systems.
- Confer with personnel of organizational units to analyze current operational procedures and identify problems.
- Learn and document specific input and output requirements, including forms of data input, data summarization, and report formats.
- Write detailed descriptions of user needs, program functions, and steps required to develop or modify computer programs.
- Review computer system capabilities, specifications, and scheduling limitations to determine feasibility of requested programs or program changes.
- Support Data Engineering and Data Governance work within the SHARP system.
- Independently perform a variety of complicated tasks relying on experience and judgment.
- Apply creativity and latitude in planning and accomplishing project goals.
Requirements
Minimum Qualifications:
- 10 years of experience using Informatica tools including Powercenter, IICS, IDMC, MDM, Axon, EDC, IDQ, Customer360, Supplier360, and Entity360.
- 10 years of experience establishing Master Data and Reference data for large organizations.
- 10 years of experience implementing data quality rules using Informatica DQ.
Preferred Qualifications:
- Experience with Informatica MDM is preferred.
- 4 years of experience working with enterprise scale data sets in Snowflake.
- 4 years of experience with a Bachelor's degree in Computer Science, Information Systems, or a similar field; equivalent work experience may be substituted; a Master's degree or 6 years of experience is preferred.
- 2 years of experience in healthcare or Public Health.
- 2 years of experience at a state agency.
- 2 years of experience with Python scripts for automation and interaction with APIs.
Additional Requirements:
- May be required to submit to and satisfy criminal background checks as authorized by Texas law.

Work Location and Schedule:
Location: 701 W 51st St, Austin, TX 78751
Schedule: Monday through Friday, 8:00 AM to 5:00 PM, excluding State holidays; work outside normal business hours, including weekends, evenings, and holidays, may be required as requested.
