Raytheon has an excellent opportunity within the Supply Chain Organization Proposal Team for a Supply Chain Proposal Senior Manager. This position will lead a team of proposal specialists and analysts who support material pricing and analysis for DoD prime proposals. This great growth opportunity will provide an ambitious individual with the ability to interface and partner with external suppliers, Supply Chain and Estimating Leadership during pursuits of new and follow-on business.
What You will Do:
Lead and mentor a team of proposal analysts/ supplier proposal compliance (SPAC) analysts
Manage proposal workload/workflow
Problem solve escalated issues with various stakeholders in order to support proposal requirements
Provide guidance to Price Analysis authors as it relates to analyzing supplier pricing against historical data, independent cost estimates, best value source selections, market data, etc.
Act as a primary supply chain Price Analysis approver
Provide prioritization and guidance relative to supplier proposal compliance
Qualifications you Must Have:
Typically requires a Bachelor’s in Business, Finance, Management, Supply Chain, or similar. Minimum of 8 years related work experience or an Advanced degree in a related field and minimum 5 years' experience.

Qualifications We Prefer:
Candidate should demonstrate self-starting, proactive characteristics, being able to work with limited supervision and take ownership for work scope.
Ability to independently interact and provide domain knowledge with proposal counterparts including the MPM, Strategic Sourcing, Procurement, Operations, Estimating and Engineering.
Ability to work collaboratively, open to sharing ideas and listening to others, open to new ways to drive improvements within the organization or the overall proposal process.
Prior experience with developing price analysis for proposal cost volumes
Experience with Federal Acquisition Regulation (FAR), Part 15 requirements
Experience with Microsoft Office products (Word, Excel, Power Point)
Strong organization skills, and the ability to work collaboratively with peers and management
Excellent oral and written communication skills
Detail oriented with the ability to ensure that projects are completed on schedule following established procedures and schedules.
Experience with general Supply Chain processes
Master's Degree (MA, MS, MBA) or equivalent
Active Secret DoD security clearance
Ability to analyze data (specifically price analysis techniques to determine price reasonableness)
Supplier management experience (Purchase Order placement, proposal reviews, Best Value Source Selections, Competition)
Experience working proposals from a Supply Chain, Estimating & Pricing, and compliance perspective

The salary range for this role is 101,000 USD - 203,000 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate’s work experience, location, education/training, and key skills.

This role is a U.S.-based role. If the successful candidate resides in a U.S. territory, the appropriate pay structure and benefits will apply.
