Your Team:
The mission of the Office of Housing Access and Stability (HAS) is to ensure fair, efficient, and transparent access to affordable housing. HAS provides subsidies, placement services, and tools that connect New Yorkers to affordable housing and ensures vulnerable households in subsidized housing have the support they need to be safely housed. HAS is committed to expanding housing choices, affirmatively furthering fair housing, and stabilizing the financial health of buildings. The Office of Housing Access and Stability (HAS) consists of the divisions of Housing Opportunity, Tenant and Owner Resources, Housing Stability, Budget and Program Operations, and Program Policy and Innovation.
At HPD, rent subsidy programs are administered by the Division of Tenant & Owner Resources (DTOR). HPD’s rental subsidies, including Section 8 or the Housing Choice Voucher (HCV) program, provide funding to eligible low-income families for rental assistance toward decent, safe, and affordable housing in a neighborhood of their choice. Families pay approximately 30% of their income toward rent, and the NYC Department of Housing Preservation and Development (HPD) pays the difference, directly to the owner. The unit must have a rent that is determined reasonable and affordable by HPD and must meet federal Housing Quality Standards (HQS) to be approved. The Client Services team manages the Client Services office located at 100 Gold Steet. In this office, staff facilitate in person interactions, a call center, and handle various digital document submission systems to route submissions and inquiries to the appropriate departments throughout the division.
Your Impact:
This role in the Division of Tenant and Owner Resources report directly to the Director or the Deputy Director of the Program. You will plan, implement, coordinate, monitor and evaluate unit tasks which provide important and instrumental services to subsidized participants in the communities served. Additionally, supervise and coordinate the work of a team in a unit, run reports to monitor and track productivity and efficiency of the team, meet with landlords, tenants, and other various stakeholders. The candidate will work closely with the Unit’s Project Managers, Team Leaders and Case Managers to communicate with public and other entities to relay rental program policies and regulations as needed and complete special projects and assignments. The candidate will ensure the team is effectively assisting stakeholders and support the Division of Tenant & Owner Services in ongoing participation in the program. They must obtain and process client information and transactions in compliance with Federal HUD rules and regulations.

Your Role:
- Ensure that Subsidy Specialists and Senior Subsidy Specialists carefully review and analyze packages completed by prospective NYC15 program participants, ensure eligibility for subsidy programs based on analysis of client-provided documentation is accurate between supervised teams as well as within teams
- Provide supervision and coordination for the activities of multiple Subsidy Specialists and management teams.
- Monitor report submissions from supervised teams to ensure established policies, procedures and federal regulations are met.
- Manage as well as monitor Senior Subsidy Specialist's guidance to Subsidy Specialists on:
o initial application screening,
o eligibility determination,
o lease and contract preparation,
o client briefings,
o rent calculations,
o file preparation,
o interim and annual reexaminations,
o client transfers,
o data entry of information into the Elite database and
o general communication with clients via telephone, e-mail, mail and in-person meetings.
- Supervising Subsidy Specialist will also be responsible for supervising briefings, workshops and other client related events both internally and externally.
- Review reports to monitor individual and team performance, adjust workloads, and ensure team productivity and efficiency and provide feedback to Senior Subsidy Specialist as well as Subsidy Specialists, as needed.
- Conduct regular team meetings with Senior Subsidy Specialists and Subsidy Specialists, assign work and provide feedback to the team.
- Maintain open and continuous flow of communication among Senior Subsidy Specialist and Subsidy Specialists.
- Supervising Subsidy Specialist will be required to attend mandatory trainings, conferences, meetings as needed both internal and external. Additionally, Supervising Subsidy Specialist may periodically require evening and weekend hours

Qualifications

1. A baccalaureate degree from an accredited college and two years of experience in community work or community centered activities in an area related to the duties described above; or
2. High school graduation or equivalent and six years of experience in community work or community centered activities in an area related to the duties as described above; or
3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least one year of experience as described in "1" above.
