Leidos is seeking a Subcontracts Program Manager to support the Service Management, Integration, and Transport (SMIT) contract. SMIT is the largest IT services program for the Navy, delivering the core backbone of the Navy-Marine Corps Intranet, including cybersecurity services, network operations, service desk, and data transport. Ultimately, Leidos will support the Navy in unifying its shore-based networks and data management to improve capability and service.
The Subcontracts Program Manager will directly support the Navy and Marine Corps Intranet (NMCI) Division, serving as a core member of the Program Operations Directorate. A key responsibility of this role is to manage designated subcontracting activities, ensuring alignment with program objectives and compliance with federal contracting regulations. You will interface directly with Internal Customers and subcontractor partners to ensure successful execution of high-value, complex subcontracts throughout their lifecycle.
Primary Responsibilities:
- Serve as liaison for Subcontracts Specialist to assist all financial, technical, administrative, contractual, and personnel recruitment and sustainment aspects of the subcontract
- Participates in the evaluation of supplier proposal responses
- Supports negotiations for NDA’s and Teaming Agreements
- Acts as primary focal point for the subcontractor programmatic issues; briefs the program/project manager and Leidos management on the subcontractor status and issues affecting performance, cost, or schedule
- Assist with compliance for all contractual requirements, company policies, and acquisition regulations through ongoing audits and oversight
- Managing internal stakeholders to ensure alignment to the subcontract and compliance requirements or contractual interpretational matters as agreed with the subcontractor.
- Assist in the coordination and resolution of scope and schedule disputes subcontractors and prime contractor
- Identify, assess, and resolve complex business problems/issue/risks and facilitate issue resolution and risk mitigation
- Conducts subcontractor program reviews or holds periodic status meetings that address performance milestones set forth in the subcontract and the progress in achieving those milestones
- Ensure that all work on this subcontract complies with the subcontract terms and conditions
- Proactively seek opportunities for process improvement and prepare proposed solutions for leadership review.

Basic Qualifications:
- Must possess an active DoD Secret or above clearance to be considered for this role. (U.S Citizenship required)
- BA degree and 8 – 12 years of prior relevant experience or Masters with 6 - 10 years of prior relevant experience. Candidates without a BA but with six additional years of work experience may also be considered.
- Strong background in subcontract management, including negotiation, administration, and performance management
- Results-driven with an entrepreneurial spirit, willing to own process and technology improvements from inception to implementation
- Able to multi-task, self-assign work, and function in a dynamic, fast-paced environment
- Experience meeting with customer and contractor personnel to formulate and review task plans and deliverable items, and effectively execute in accordance with approved plans
- Ability to collaborate with technical staff and customers in forming strategies to improve performance, reliability, and cost effectiveness systems
- Solid understanding of subcontract lifecycle from proposal to closeout and the ability to resolve complex issues in a timely manner
- Analytically curious, willing to ask why
- Detail-oriented, highly organized
Preferred Qualifications:
- Experience managing programs or projects for Department of Defense
- Expertise in federal subcontracting practices, including FAR and DFARS, with demonstrated negation skills
- Currently possess Project Management Professional (PMP) certification
- Experience with tools such as Power Automate, PowerApps, and Power BI

Pay Range:Pay Range $89,700.00 - $162,150.00
