Position Overview

Chartis Federal is seeking an experienced Staffing Specialist to support the customer’s civilian human resources program. The successful candidate will have extensive experience developing federal vacancy announcements, conducting job and qualification analyses, supporting recruitment actions, and using USA Staffing and USA Hire. This position requires expert knowledge of federal staffing practices and the ability to produce accurate, timely work in accordance with Office of Personnel Management and Department of Homeland Security.

This position is contingent upon contract award. 

Duties and Responsibilities

  • Draft new vacancy announcements and recommend modifications to existing announcements.
  • Enter and maintain vacancy announcements and related information in automated federal staffing systems.
  • Ensure approved vacancy announcements are posted to USAJOBS and other appropriate recruitment platforms.
  • Conduct job analyses to ensure vacancy announcements accurately measure applicants’ ability to satisfy position requirements.
  • Develop recruitment documentation, including qualification criteria, duty statements, knowledge, skills and abilities, questionnaires, selective factors, weighting criteria, and screen-out elements.
  • Conduct applicant qualification analyses and prepare summaries of best-qualified candidates.
  • Coordinate with Government HR specialists and subject-matter experts to define specialized experience and position requirements.
  • Generate and distribute selection certificates following Government approval.
  • Notify appropriate Coast Guard personnel when certificates and other staffing actions are ready for review or action.
  • Research and apply applicable federal, Department of Homeland Security, and Coast Guard staffing regulations, policies, and procedures.
  • Respond to general staffing questions from employees and applicants within the scope authorized by the Government.
  • Maintain complete, accurate, and organized staffing documentation and electronic case files.
  • Protect sensitive applicant, employee, and personnel information from unauthorized disclosure.
  • Meet established deadlines and quality standards for vacancy announcements, qualification analyses, and other staffing products.
  • Coordinate closely with the Project Manager and Government HR personnel regarding workload, priorities, status, and potential issues.

Requirements

  •  At least six years of experience providing federal staffing support services comparable to the duties described above.
  • Expert-level knowledge of USA Staffing and USA Hire.
  • Demonstrated experience drafting federal vacancy announcements and recruitment documentation.
  • Experience conducting job analyses, applicant qualification reviews, and best-qualified determinations.
  • Knowledge of Office of Personnel Management qualification standards and federal merit-system staffing principles.
  • Ability to interpret and apply federal, Department of Homeland Security, and agency-specific regulations, policies, and procedures.
  • Strong written and verbal communication skills.
  • Exceptional attention to detail and ability to produce accurate work within established deadlines.
  • Proficiency with Microsoft Word, Excel, PowerPoint, Outlook, and Teams.
  • Ability to work independently while coordinating effectively with Government HR specialists, subject-matter experts, and contractor leadership.
  • Ability to satisfy Government suitability

Preferred Qualifications

  • Previous civilian HR staffing experience supporting the Department of Homeland Security, or another federal agency.
  • Experience working directly with USAJOBS vacancy announcements and federal selection certificates.
  • Familiarity with federal recruitment strategies, hiring authorities, and applicant assessment methods.
