Provide systems engineering, design, deployment, maintenance, testing, and troubleshooting support for satellite and telecommunications systems serving FEMA. Plan RF links across GEO, MEO, and LEO networks; coordinate installations and integrations; analyze test data; develop acquisition and technical documentation; restore communications circuits; train users; and support interoperability across radio, cellular, satellite, wireline, and VoIP systems.

Provides senior electrical and systems engineering support for federal disaster emergency communications. Evaluates fixed, mobile, and tactical communications systems; performs RF propagation modeling and site surveys; develops architectures, roadmaps, engineering diagrams, schematics, and executive reports; assesses emerging satellite, LTE, broadband, 5G, and FirstNet technologies; supports policy compliance; and oversees junior staff. The role requires hybrid work, U.S. citizenship, Public Trust eligibility, and approximately 15% travel.

Manage tactical spectrum engineering for CBP: review NTIA agendas, renew and consolidate frequency records, perform propagation and intermodulation studies, coordinate with NTIA/FCC/ITU-R and DHS, prepare technical reports and licensing submissions, and support interoperability and spectrum policy initiatives.

Design, integrate, modernize, deploy, and troubleshoot wireless communications systems (point-to-point, mesh, mobile). Gather customer requirements, produce preliminary designs and cost estimates, plan IP transport and routing, document network diagrams, support procurement, and produce technical reports and briefings.

Responsible for engineering, configuring, and maintaining Motorola ASTRO 25 infrastructure and MCC7500 consoles; programming subscriber radios and fleetmaps; performing RF coverage analysis and diagnostics; integrating LMR with IP networks and gateways; upgrading firmware/software; supporting field maintenance and training technicians to ensure mission-critical communications reliability.
