Staff Tech Portfolio Manager, Platform-as-a-Service (PaaS)

About the Role

We are seeking a strategic and execution-focused Staff Tech Portfolio Manager to lead enterprise Platform-as-a-Service (PaaS) programs that improve developer productivity, platform reliability, operational readiness, and business delivery. This role partners across Engineering, Architecture, Product, Security, Risk, Finance, Operations, and application teams to translate platform strategy into actionable roadmaps, measurable outcomes, and scalable execution.

Key Responsibilities

• Lead cross-functional planning, prioritization, sequencing, and delivery for high-impact PaaS platform programs, ensuring alignment across platform services, consuming application teams, and enterprise priorities.
• Define and manage platform roadmaps, dependencies, risks, milestones, adoption plans, governance checkpoints, and executive-level status reporting.
• Partner with Engineering, Architecture, Security, Risk, Operations, and Finance to ensure platform investments support scalability, reuse, compliance, resiliency, cost efficiency, and measurable business value.
• Establish and track platform KPIs, including adoption, reliability, developer experience, time-to-market, operational health, supportability, and cost efficiency.
• Drive delivery excellence through agile, iterative, and outcome-oriented practices, ensuring programs are supported by clear documentation, adoption playbooks, readiness plans, and post-launch learning.
• Act as a trusted advisor to senior leaders by translating technical priorities, delivery tradeoffs, platform risks, and investment decisions into clear business outcomes.
• Promote consistent platform consumption, standards, best practices, and change readiness across application teams and internal platform stakeholders.
• Evaluate emerging platform technologies, automation capabilities, developer tools, and operational practices that improve delivery speed, reliability, and developer experience.

Qualifications

• 10+ years of experience leading enterprise technology, program management, or platform portfolios with ownership of complex, cross-functional initiatives.
• Strong understanding of enterprise platform capabilities, including developer platforms, cloud infrastructure, shared services, APIs, container platforms, integration services, and core enterprise systems.
• Demonstrated ability to partner with architecture and engineering leaders while maintaining a customer-, business-, and outcome-oriented perspective.
• Proven track record delivering high-impact programs in ambiguous environments while managing dependencies, risks, stakeholders, and measurable outcomes.
• Strong influence and communication skills, with the ability to align technical, business, security, compliance, and operations stakeholders.
• Experience with agile, lean, and iterative delivery models applied to platform or enterprise-scale initiatives.
• Ability to build and present executive-ready roadmaps, dashboards, adoption plans, and impact stories using tools such as PowerBI, Tableau, Jira, Aha!, or similar platforms.

Preferred Experience & Certifications

• Experience with PaaS capabilities such as container platforms, messaging, workflow orchestration, API management, file exchange, databases, caching, identity, certificate management, monitoring, and infrastructure automation.
• General Familiarity with Infrastructure and Platform services and their purpose like Kubernetes, Azure, AWS, Terraform, CI/CD platforms, observability tooling, and enterprise service management practices.
• Preferred certifications include SAFe, PMP, PMI-PgMP, Certified Scrum Professional, cloud platform certifications, or relevant product/program management credentials.

Annual Salary

The above annual salary range is a general guideline. Multiple factors are taken into consideration to arrive at the final hourly rate/ annual salary to be offered to the selected candidate. Factors include, but are not limited to, the scope and responsibilities of the role, the selected candidate’s work experience, education and training, the work location as well as market and business considerations.
