Northrop Grumman Aeronautics Systems has an opening for Staff Project Management to join the team of qualified individuals on our Test and Evaluation organization. This role is located onsite in Tinker AFB, OK.
**This is an individual contributor role and will not have direct reports**
In this role, the successful candidate will be required to work closely with the System Test and Lab Operations department and section managers and leads to meet all current and projected technical operations and project management needs and challenges, function as focal point and driver for business metrics, data calls and financial execution to meet current and future program execution needs.
Responsibilities include, but are not limited to:
- Development of comprehensive project plans that include detailed timelines, resource allocation matrices, and multi-year budget forecasts for T&E System Test and Lab Operations teams
- Partners with engineering, procurement, and fabrication/manufacturing teams to align objectives, deliverables, and schedule commitments.
- Control Account Management (CAM) for various Lab ETA efforts
- Conducts integration meetings to capture dependencies, resolve conflicts, and update the master schedule.
- Defines clear project milestones and deliverable acceptance criteria. Performs critical-path analysis, identify high-impact risks, and develop contingency or mitigation plans. Maintains a live risk-register and drives corrective actions through the project team.
- Assists in analyzing training currency (who, what, when) to ensure that training certifications do not lapse. Tracks ASTAR certifications and LX mandatory training compliance metrics, and sends out e-mails to employees who are overdue. Coordinates and reserves training facilities for training classes.
- Maintains management and communication of operational cadences. Tracks spending on BRAVO, Indirect, Capital, and NCTA projects.
- Leads development and implementation of EI&E processes, including the collection, reporting, and analysis of staffing, performance, quality, and other engineering metrics.
- Provide support to technical training and skills development requirements through coordination and collaboration with CoTE and T&E EI&E teams across NGAS Engineering; track and manage associated training budgets
- Coordinate proposal functional reviews and approval sign offs by all required stakeholders, as applicable
- Coordinate, author, and deliver weekly and monthly status reports to EI&E leadership
- Strategizes with the T&E leadership team to implement solutions for all staffing challenges. Organizes and facilitates weekly staffing meetings. Tracks the start dates of incoming candidates. Ensures POST/Workday entries maintenance and reconciliation. Reports status to T&E managers. Pulls data, prepares charts, affirms status, projects status and devises go forward plan. Supports University Relations and Recruiting (UR&R) activities with UR&R POC.
- Acts as the Resource Manager for the T&E EI&E. Performs Office locations/relocations data entry & validation tasks for new and relocating employees. Supports onboarding tasks prescribed in Workday. Leads Provisioning Tasks (computers, phone, badges, wireless). Assists with arranging loaner laptops for new employees as necessary.

Basic Qualifications:
- Must have a Bachelor's degree AND 12 years of related professional/military experience OR a Master's degree AND 10 years of related professional/military experience OR a PhD degree AND 8 years of related professional/military experience
- Must have an active US Government Secret (or higher) clearance (with a background investigation within the past 6 years or enrolled into Continuous Evaluation)
- Must have the ability to obtain and maintain Special Access Program (SAP) clearance, within a reasonable amount of time as determined by business needs
- Must have experience in developing and managing processes across large organizations.
- Must have knowledge of project management principles and practices
- Must have Control Account Management (CAM) experience
- Must have Microsoft Office skills (PowerPoint, Word, Excel)

- Background in functional leadership roles
- Current, active Top Secret clearance
