Northrop Grumman’s Chief Information and Digital Office (CIDO) seeks an Information Technology Manager to lead all CIDO activities at the Blue Ridge Advanced Manufacturing Center (BRAMC) located in Waynesboro VA. This role is located in Waynesboro, VA and requires full-time on-site presence - telecommuting is not an option. BRAMC is a new facility that will soon begin initial manufacturing operations. In this position, you will serve as the Digital Manufacturing & IT Leader for BRAMC, connecting CIDO with all levels of BRAMC leadership to ensure information services and digital solutions directly support business objectives. You will serve on the BRAMC site leadership team, partnering with operations and engineering to define the digital vision, prioritize initiatives, and co-own key manufacturing outcomes. This includes strategy development, budget and cost management, and delivering digital manufacturing and digital engineering solutions that enable automation, data-driven decisions, and performance improvement.

The ideal candidate is a thought leader and a strategic decision-maker and collaborator who can validate options from subject matter experts, select the best path within enterprise guardrails, and drive execution to measurable business outcomes. This role reports to the CIDO Manager of Digital Manufacturing Solutions. While this role has no direct reports, you will lead a matrixed team across IT disciplines and CIDO service lines.

What You’ll Get To Do:

  • Own BRAMC’s digital manufacturing and IT/OT architecture decisions within enterprise standards, validate subject matter expert (SME) recommendations, and determine path forward.

  • Enable advanced manufacturing - e.g. robotics, automation, and Internet of things (IoT), and support classified manufacturing, assembly, and test.

  • Working with BRAMC leadership you will lead a matrixed team of IT, OT, and engineering SMEs to ensure smooth and efficient implementation of BRAMC’s digital manufacturing ecosystem from development and testing to rapid prototyping and full-scale production across multiple product lines and classifications.

Primary responsibilities will include but not be limited to the following:

  • Co-own key manufacturing KPIs (e.g., cycle time, yield, throughput, OEE) with BRAMC operations leadership, ensuring digital initiatives translate into measurable improvements.

  • Align CIDO capabilities and imperatives with business goals, representing CIDO to stakeholders and clearly articulating value, tradeoffs, and impacts.

  • Translate options from CIDO SMEs into a clear, prioritized execution roadmap for BRAMC and drive delivery against that roadmap.

  • Provide thought leadership and strategic planning for digital manufacturing, execution systems, and data-driven operations.

  • Coordinate/Lead infrastructure support activities associated with classified office and manufacturing areas.

  • Represent BRAMC with CIDO for ERP/MES/MPLM pillar system adoption and sustainment activities.

  • Ensure responsive day-to-day information services support.

  • Collaborate across CIDO service lines, peers, and business stakeholders to effectively allocate resources and achieve key mission priorities.

Basic Qualifications:

  • Bachelor’s degree with at least 12 years of relevant experience, or a Master’s degree with at least 10 years of relevant experience, or a PhD with at least 8 years of relevant experience; a High School diploma/equivalent with at least 16 years of relevant experience may be considered in lieu of a completed degree.

  • Applicants must have an active U.S. Government Secret level security clearance (at a minimum), to include a closed investigation date completed within the last 6 years, or must be enrolled in the U.S. Government Continuous Evaluation Program (CEP) in order to be considered; the required security clearance must be maintained as a condition of continued employment.

  • The selected candidate will be required to obtain and maintain a Special Access Program (SAP/SAR) clearance as a condition of continued employment.

  • Proven ability to provide strategic direction regarding CIDO services, solutions, processes, applications, and technology.

  • Proven ability to communicate and interact effectively with a wide range of stakeholders—from highly technical staff to senior leaders.

  • Proven experience managing projects, budgets, and schedules.

  • Demonstrated leadership and excellent communication skills.

  • Experience with digital twin technology for real-time monitoring and optimization.

  • Experience with driving adoption of Artificial Intelligence (AI) and Machine Learning (ML),

  • Understanding of IoT integration for data collection, automation, and analytics.

Preferred Qualifications: 

  • Degree in Information Technology or Manufacturing Operations.

  • Experience in manufacturing environments at multiple levels, from shop floor to senior leadership.

  • Proven ability to represent organizational capabilities to internal and external stakeholders and influence priorities and investment decisions.

  • Self-starter who thrives in a fast-paced, dynamic environment and can quickly learn new program and factory processes

  • Entrepreneurial spirit with the ability to constructively challenge the status quo and provide innovative solutions to complex IT and digital manufacturing requirements, balancing risk, cost, and business value.

Primary Level Salary Range: $152,900.00 - $229,300.00

The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.

Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
