Overview:
Sr. Program Analyst works with spreadsheet software or relational databases to organize data and provide design support for Space Assessment Requests (SAR) and Strategic Capital Investment Planning (SCIP) projects, including development of deliverables, organizational charts, training materials, and other visual aids. Examine large data sets to identify trends, develop charts, and create visual presentations to help organizations make strategic decisions. Communicates highly technical information to numerous audiences, including senior management, and the user community. The Sr. Program Analyst is responsible for site investigations supporting the documentation of Strategic Capital Investment (SCIP) projects, campus buildings and utilities, independently planning and carrying out the assigned tasks to meet the objectives, including but not limited to overseeing and assisting with accurate documentation of existing structures, plumbing, electrical, mechanical, and other utility systems.
Primary Responsibilities:
- Attend weekly Capital Asset Management (CAM) meetings.
- Participate in Working Groups with Hospital Services.
- Conduct database research of VA databases and software for information on space and patient projections.
- Write formal reports summarizing findings for assessments of current state of hospital support, laydown, and space.
- Provide responses to calls and emails for tasks and requests for information (RFIs).
- Translate space requirements into project plans (turn the space and facility requirements into a list of projects that need to be completed over the next 10 years).
- Read through VALB Master Plan and document areas/priorities that may have changed based on current state of hospital report.
- Summarize the recommended projects and large space moves over the next 10 years.
- Present recommended changes to the VALB Master Plan to leadership.
- Participate in scoping session for future planning requirements to determine what changes will be made.
- Based on the requirements, identify what key areas may require subject matter expertise to complete the project properly (Deep Dives).
- Based on the hospital service inputs and draft plan of action, finalize the plan of action for the best way to achieve the objectives.
- Provide progress updates which include formal documentation of work done.
- Provide support to Space Management site survey of the function, purpose, and ownership of spaces across the VALB campus.
- Assist the Space Management Team in the planning and execution of space moves due to renovations, construction, or user requests.
- Put together visualization products and briefs for varying levels of leadership, including VALB Executive Leadership, VISN (Veteran’s Integrated Service Network), national VA leadership, non-government organizations, and political leadership.
- Integrate with VALB Public Affairs and develop a short- and long-term communications strategy to properly publicize projects.
- Review assessments and recommendations in accordance with Federal Regulations and Standards and verify compliance.
- Create full pre-SCIP design planning campus facility architectural and engineering documentation, including utilities, using Computer Aided Drafting (AutoCAD) and Building Information Modeling (Revit) for all existing campus buildings.
- Identify, evaluate, and recommend appropriate solutions to resolve complex interrelated problems and issues.
- Pre-SCIP project planning includes impact project and utility system assessments, and SCIP space GAP analysis.
- Develop space planning movement mitigation strategies to off-set medical center disruptions during execution of SCIP projects.
- Develop comprehensive cost estimates based on results of pre-SCIP design planning investigations, including additional cost for potential impacts and resources required to mitigate disruption to medical center operations.
- Design investigations shall be conducted for all budget-year, out-year, and lump-sum SCIP cycle projects within a 10-year cycle and the A/E shall create comprehensive results presentations for all projects within the cycle.
- Participate in Facility Master Planning coordination meetings and provide input based on 10-year SCIP cycle project investigations.
- Responsible for identifying, developing, and managing projects, and making improvements to the medical facilities and surrounding property. This includes building renovations, interior finish improvements, water distribution, waste-water treatment, storm drain collection systems, roads, and pavement.

Education and/or Experience:
- Bachelors with 2+ years of experience with data analytics, and a minimum of 1 year experience with project management and/or data analytics.
- Must have experience working with commercial or hospital systems in master or strategic planning.
Knowledge, Skills, and Abilities:
- Knowledge of data mining/data warehouse processes, data modeling, R or SAS, SQL, statistical analysis, database management and reporting, and data analysis.
- Must be familiar with Patient Centered Care culture in healthcare.
- Familiarity with Microsoft Office Suite (Excel, PowerPoint, Word, and Outlook) is required; familiarity with AutoCAD, Microsoft Project, and Revit is beneficial but not required.
