DS CIDO is an organization of highly skilled and diverse individuals responsible for providing information technology solutions and services across Northrop Grumman and driving superior business performance through a robust, secure, cost effective IT infrastructure that enables collaboration and innovation.

The Procurement Analyst will lead complex procurement and subcontracting activities, with a strong emphasis on software purchasing, renewals, and reporting. This role owns end to end procurement—from strategy and solicitation through award, performance management, reporting, and closeout—in a FAR/DFARS environment. The analyst will analyze and forecast spend, track software renewals, and drive compliant, efficient sourcing in support of DS CIDO’s digital and IT initiatives. This position partners closely with program, engineering, IT, and functional stakeholders to ensure timely, cost effective, and compliant acquisition of goods and services.

Additional roles and responsibilities will include but not be limited to the following:

•Lead complex procurement and subcontracting actions in a FAR/DFARS environment, including strategy development, solicitations, evaluations, and negotiations.

•Oversee the BOM and Material Procurement (MP) Request lifecycle from quote to PO; ensure timely execution in support of Sentinel and other program schedules.

•Analyze spend, lead times, and supplier performance to identify risks, cost reduction opportunities, and process improvements for DS CIDO portfolios (e.g., software, cloud services, IT hardware, professional services).

•Own lifecycle tracking for software purchases and renewals (including PoPs, quantities, entitlements, and costs) and ensure accurate, timely reporting on software spend and renewal status to DS CIDO leadership and stakeholders.

•Lead processes to track software Periods of Performance (PoPs); coordinate renewals and quote refresh with requestors and CIDO PMs to avoid lapses and align to budget cycles.

•Develop, maintain, and present recurring procurement and software spend reporting and metrics for senior stakeholders.

•Mentor others and share procurement best practices across the team, particularly related to software/IT purchasing and reporting.

•Establish and maintain data management best practices for DS CIDO quotes, BOMs, software records (licenses, PoPs, renewals), and procurement files.

•Ensure all procurement actions comply with FAR/DFARS, CPSR standards, and internal Northrop Grumman procedures and controls.

•Coordinate with stakeholders to clarify requirements, schedules, and technical needs; provide proactive status updates, risk identification, and issue resolution.

•Prepare and maintain accurate procurement documentation, audit trails, and system records in approved tools.

•Support internal and external audits, data calls, and management reviews with timely and accurate procurement data and analysis.

•Participate in and/or lead process improvement initiatives to streamline procurement workflows and enhance compliance, quality, and cycle time.

Basic Qualifications:

  • Bachelor’s degree in Supply Chain Management, Business, Finance, Engineering, or related field and 8+ years of relevant Purchasing/Subcontracts/Contracts experience; OR Master’s degree with 6+ years; OR PhD with 4+ years.
  • Must be willing to obtain and maintain a U.S. Government DoD security clearance (Secret, Top Secret, etc.).
  • Government procurement/purchasing experience with FAR/DFARS and public law/flow down requirements.
  • Experience using MRP/ERP systems such as SAP, Costpoint, or Oracle.
  • Strong analytical skills with experience interpreting pricing, spend, supplier performance, and BOM/MP and software lifecycle data.

Preferred Qualifications:

  • Experience in CPSR compliant environments and with DCMA/DCAA or similar audits.
  • Background drafting and managing NDAs, LTPAs, and other strategic supplier agreements, including software/vendor agreements.
  • Professional certifications (e.g., CPSM, CSCP, PMP).
  • Experience mentoring or leading procurement teams and standardizing processes, particularly around software purchasing and reporting.
