Job Summary:

The Head of Internal Audit for Mexico will be responsible for leading the internal audit function, overseeing the execution of the Mexico Internal Audit Plan, and ensuring compliance with relevant regulatory obligations. The Head of Internal Audit for Mexico will also support the execution of global audits. Based in Mexico City, this senior role reports functionally to the Global Head of Regulatory Risk Audit & The Americas, and locally to the PayPal Mexico Board Audit Committee. The position demands a high level of expertise in Mexico's regulatory landscape, including interaction with regulators such as the Comisión Nacional Bancaria y de Valores (CNBV), Banco de México, and CONDUSEF.

Job Description:

Essential Responsibilities:

  • Lead the development and execution of Internal Audit Plans
  • Manage risk assessment and business monitoring activities
  • Coordinate the process for reporting audit progress and findings to stakeholders
  • Execute internal audit projects from planning to reporting
  • Support the implementation of internal audit strategies and methodologies
  • Provide coaching and mentorship to less experienced team members
  • Develop and maintain strong working relationships with clients and stakeholders

Minimum Qualifications:

  • 8+ years relevant experience and a Bachelor’s degree OR Any equivalent combination of education and experience.

Additional Responsibilities & Preferred Qualifications:

Leadership & Strategy

  • Lead the PayPal Mexico Internal Audit function in alignment with PayPal's global Internal Audit policies and procedures.

  • Execute a Mexico Internal Audit Plan.

  • Represent the Internal Audit function with Mexico regulators, executive management, and governance bodies, including the Mexico Audit Committee and PayPal Mexico Senior Leaders.

  • Advise and consult on local regulatory requirements to ensure PayPal’s operations comply with CNBV, Banco de México, and CONDUSEF mandates.

Audit Execution & Reporting

  • Manage audit assignments including local (legal entity audits) and global audits, draft and review audit findings, and track issues to closure.

  • Ensure audits evaluate the adequacy and effectiveness of internal controls in alignment with PayPal’s audit methodology and global standards.

  • Coordinate and report the status of audits, issues, and findings to local and global stakeholders, including the PayPal Mexico governance entities and Mexico regulators.

Risk Management

  • Develop and maintain Mexico-specific knowledge of financial regulations, consumer protections, prudential guidelines, financial crime risks, and industry-specific changes.

  • Identify emerging risks and recommend process improvements to mitigate them effectively.

Collaboration & Relationships

  • Develop and nurture professional relationships with executive stakeholders, local and global audit teams, and regulators.

  • Act as a proactive partner to business units, combining a detailed understanding of operations with strategic insights.

Team Leadership & Development

  • Provide leadership, coaching, and mentorship to the internal audit team, fostering professional growth and expertise.

  • Promote innovation and excellence within the team by leveraging best practices and driving continuous improvement.

Experience

  • Minimum of 12 years of External Audit, Internal Audit, or Compliance experience within financial services firms regulated in Mexico.

  • Proven track record of leading internal audit functions and working collaboratively with Mexico regulatory bodies such as the CNBV, Banco de México, and CONDUSEF.

  • Robust experience with regulatory examinations and navigating Mexico's financial regulatory mandates.

Knowledge & Skills

  • In-depth knowledge of Mexico’s prudential, consumer regulations, and financial crime risk frameworks.

  • Strong leadership and interpersonal skills to influence and collaborate with senior management.

  • Excellent relationship-building and client management capabilities.

  • Hands-on audit experience, including the design, execution, and evaluation of audit programs.

  • Adept at analyzing risks and providing actionable recommendations for mitigation.

  • Exceptional problem-solving and attention to detail.

  • Ability to manage multiple projects simultaneously and prioritize effectively.

  • Proficiency in audit reporting, creating senior-level presentations, and engaging with governance bodies.

  • Passion for understanding the online payments business and the unique PayPal community.
