The Sr. HR Coordinator serves as the primary administrator and subject matter expert for Philippine government benefits administration, statutory transactions, labor compliance reporting, and government agency coordination. This role ensures accurate and timely administration of employee government benefits, statutory filings, and regulatory requirements while providing expert support to employees and serving as the primary liaison with government agencies. The Sr. HR Coordinator also supports process governance, compliance readiness, and knowledge sharing across the HR team.

Responsibilities

Government Benefits Administration

  • Administer employee government benefits transactions and ensure accurate and timely processing in accordance with applicable Philippine regulations and company procedures.
  • Process SSS, PhilHealth, and Pag-IBIG membership registrations, updates, and other employee transactions.
  • Coordinate and process government benefit claims, including sickness, maternity, salary differential, and other applicable statutory benefits.
  • Facilitate government loan requests and assist employees with required documentation and processing requirements.
  • Maintain accurate employee government benefits enrollment records, transactions, and supporting documentation.
  • Monitor the status of benefit requests and claims and follow up on outstanding transactions to ensure timely resolution.
  • Provide employees with accurate guidance regarding government benefit eligibility, requirements, and processes.

Government Agency Coordination

  • Submit SSS R1 registration for newly hired employees and ensure required information is complete and accurate.
  • Process PhilHealth ER2 registrations and employee updates within established timelines.
  • Maintain and update Pag-IBIG portal records and employee information as required.
  • Process SSS and PhilHealth updates for separated employees and ensure records are appropriately maintained.
  • Serve as the primary liaison with SSS, PhilHealth, Pag-IBIG, DOLE, and other applicable government agencies.
  • Coordinate with government agencies to resolve employee concerns, clarify requirements, and address escalated transactions.
  • Maintain appropriate documentation of government agency transactions, communications, and resolutions.

Labor Compliance Administration

  • Prepare and submit DOLE Establishment Reports, WAIR reports, and other mandatory labor and statutory reports within required deadlines.
  • Prepare, maintain, and monitor government compliance trackers to ensure the timely completion of statutory submissions, employee registrations, and reporting requirements.
  • Support Occupational Safety and Health (OSH) documentation and reporting requirements as applicable.
  • Maintain statutory compliance calendars and monitor government filing deadlines to ensure timely completion of mandatory submissions.
  • Track changes in Philippine labor, statutory benefits, and government requirements and communicate relevant updates to appropriate HR stakeholders.
  • Assist with regulatory audits, government inquiries, and compliance reviews by providing accurate records and supporting documentation.
  • Maintain compliance trackers and audit documentation to support ongoing regulatory readiness.

Employee Benefits Support

  • Assist employees with government loan applications, documentation requirements, and related inquiries.
  • Provide guidance to employees regarding government benefit eligibility, claims, and statutory requirements.
  • Resolve escalated government benefits concerns and coordinate with government agencies when additional clarification or intervention is required.
  • Partner with Payroll, Benefits, and other HR stakeholders to ensure government benefits and statutory requirements are administered accurately.
  • Serve as the HR subject matter expert for Philippine government benefits and related statutory processes.

Process Governance & Continuous Improvement

  • Develop, maintain, and update procedures, workflows, and documentation for government benefits and statutory administration.
  • Review existing processes and identify opportunities to improve accuracy, efficiency, compliance, and employee service.
  • Maintain organized compliance records, trackers, and supporting documentation to facilitate audits and regulatory reviews.
  • Serve as the team's SME for government benefits, statutory administration, and regulatory compliance matters.
  • Cross-train HR Coordinators on basic government benefits processes and procedures to strengthen team capability and business continuity.
  • Provide guidance and support to HR team members on government benefits transactions, statutory requirements, and appropriate escalation procedures.
  • Serve as the primary business owner for PH statutory compliance processes and recommend updates based on changes to labor, government, and regulatory requirements.

Backup Employee Services Support

  • Provide backup support for Certificates of Employment (COEs) and employment verification requests.
  • Support employee documentation activities and other assigned HR administrative services during periods of coverage or increased workload.
Qualifications
  • Bachelor's degree in Human Resources, Business Administration, or a related field preferred.
  • 3–5 years of experience in HR administration, employee benefits, government benefits administration, or a related HR function.
  • Strong working knowledge of Philippine government benefits and statutory requirements, including SSS, PhilHealth, Pag-IBIG, and applicable DOLE requirements.
  • Hands-on experience processing government benefits, claims, registrations, employee updates, loans, and statutory transactions.
  • Experience coordinating directly with government agencies and resolving employee or regulatory concerns.
  • Strong understanding of Philippine labor compliance reporting and statutory filing requirements.
  • Strong attention to detail and ability to maintain accurate, confidential, and audit-ready employee records.
  • Strong organizational and time-management skills with the ability to manage multiple deadlines and regulatory requirements.
  • Effective written and verbal communication skills with the ability to explain government benefits and statutory requirements clearly to employees and HR stakeholders.
  • Strong problem-solving and follow-through skills, particularly when resolving escalated employee or government agency concerns.
  • Proficiency in Microsoft Office and relevant HR or government online portals.
  • Ability to work independently, exercise sound judgment, and serve as a reliable subject matter expert for government benefits and compliance administration.
