The Software Manager provides technical leadership, people management, delivery oversight, and second-level applications support for the ministry’s software development, business intelligence, and key business applications. This role leads a team of Software Developers and BI Developers and is responsible for ensuring the predictability, quality, and velocity of development and integration work, while also ensuring effective second-level support for critical applications.
The role focuses on system integration, data flow, platform stability, and application support across enterprise systems rather than large-scale custom application development. The role provides second-level support for key business applications, including POS systems, CRM, and the Intranet, resolving issues escalated beyond first-line support and coordinating with vendors or other technical teams where required. While occasional custom or edge applications may be required, the primary emphasis is on reliable applications, well-governed integrations, and high-quality solutions aligned with ministry standards.

Leadership & Team Management
- Lead, mentor, and develop a team of Software Developers and BI Developers, fostering a culture of accountability, collaboration, and continuous improvement
- Set clear priorities, expectations, and performance goals aligned with ministry objectives
- Support cross-training and skill development to reduce single points of failure
- Provide occasional oversight and direction for short-term contract staff
Delivery, Velocity & Quality
- Ensure consistent delivery with a strong emphasis on velocity, predictability, and quality
- Establish and enforce development standards, best practices, and code quality expectations
- Oversee estimation, sprint planning, and backlog prioritization using ClickUp for task and work management
- Identify risks early and proactively address delivery, quality, or capacity concerns
Technical Oversight & Integration
- Provide technical leadership for system integrations across platforms including:
- .NET-based services, Dynamics 365, SAP, Postgres and SQL Server databases
- Power BI and data warehouse solutions
- Ensure integrations are secure, reliable, scalable, and well-documented
- Guide architectural decisions related to integration patterns, data flow, and system interoperability
- Oversee occasional development of small custom applications or web-based applets that support ministry operations
Applications Support
- Own and coordinate second-level support for key business applications, including POS systems, CRM, and the Intranet
- Investigate and resolve application incidents and problems escalated from first-line support, including functional, integration, data, configuration, and access-related issues
- Prioritize support issues according to business impact and urgency, ensuring timely communication with users and stakeholders
- Coordinate escalations with software vendors, infrastructure teams, and other technical partners, and drive issues through to resolution
- Perform root-cause analysis for recurring or high-impact incidents and ensure corrective or preventive actions are implemented
- Maintain appropriate application support documentation, known-error information, and knowledge transfer to strengthen first-line support and reduce repeat escalations
- Support application releases, upgrades, configuration changes, and testing to protect service stability and business continuity
BI & Data Enablement
- Partner with BI developers to ensure accurate, timely, and well-modeled data for reporting and analytics
- Promote consistent data definitions and integration practices that support a single, authoritative data source, including support of data dictionary definitions
- Enable leadership decision-making through reliable and high-quality data solutions
Process & Methodology
- Champion Agile methodologies, including iterative delivery, continuous feedback, and incremental improvement
- Continuously refining development and integration processes to improve efficiency and outcomes
- Collaborate with stakeholders to align technical delivery with business needs

- Strong background in system integration, application support, and multi-platform environments
- Hands-on experience with:
- .NET
- MVC frameworks
- iPaaS or ESB technologies
- SQL Server (including SSRS, SSIS)
- Power BI (or similar)
- Dynamics 365
- SAP (integration-focused)
- Postgres databases
- Experience managing work using Agile practices and tools such as ClickUp (or similar)

- Strong understanding of software quality, testing strategies, and deployment practices
