Salary Range: $164,531.00 - 205,664.00 USD Annual

What do we expect from you as a Site Director?

  • Must possess or be able to obtain a TWIC (Transportation Worker Identification Credential) as required by the Maritime Transportation Security Act.

  • 4 year degree from accredited university in a technical or business field; engineering preferred

  • Advanced degree preferred

  • Minimum of 10 years supervisory experience

  • Minimum of 15 years’ experience working in Commercial or Technical/Engineering fields preferred

  • 5+ years working in emergency response environments; knowledge of response and incident command systems

  • Proven experience in creating, analyzing and working within budgets

  • Experience in writing and implementing processes and procedures

  • Excellent analytical skills and abilities; multi-task person; project management skills; experience in implementing capital improvement projects

  • Proven negotiations skills

  • Excellent computer skills, including ability to use MS Office suite, various email, internet, and other programs; proven ability to generate excellent informational reports and presentations

  • Excellent English communications skills, both oral and written; ability to speak intelligently and calmly with public and media representatives in normal and crisis situations; excellent public relations skills

  • Experience managing and developing staff

  • Experience working with Federal, state and local environmental regulations including RCRA and general understanding of  OSHA, Coast Guard’s OPA90 and security regulations, and National Fire Protection Association rules (NFPA); In-depth knowledge of EPA and regulations from the Department of Toxic Substances Control.

  • Proven work experience with CAL-OSHA, the South Coast Air Quality Management District and the State and Regional Water Quality Control Board required.

What does your day look like?

Your core responsibilities are:

  • Acts as ultimate authority for location; leads all aspects of operations at location; delegates authority as appropriate

  • Coordinates with Engineering and Technical Service to accomplish improvements to the facility; creates new workflow processes as needed

  • Collaborate with upper management to develop long-term strategies for facility operations and maintenance.

  • Identify and prioritize capital improvement projects based on operational needs and budget constraints.

  • Maintain high safety standards and ensure operations follow industry, local and internal policy

  • Develops and manages a network of relevant stakeholders (i.e., government agencies, industry competitors, clients, media representatives, etc.); represents Company on day-to-day basis; handles strategic, legal and/or financial issues of significant impact; cooperates with Company legal representatives  

  • Develops business and market initiatives for the location, with proper authorization; ensures realization of initiatives thus providing services, products and technical capabilities for current and future business

  • Ensures local IT policy, plans and processes are in place and support current and future requirements for the location

  • Analyze operational metrics and implement continuous improvement initiatives to enhance efficiency and reduce costs.

  • Develop and implement budget management for maintenance operations, ensuring cost-effectiveness and accountability.

  • Ensure all operations comply with local, state, and federal regulations, including OSHA and environmental standards.

  • Maintain up-to-date knowledge of California labor laws and regulations affecting unionized workplaces. Manages Customer Service and logistics for scheduling, expediting and planning surface and marine movements

  • Manages Maintenance to ensure all corrective and preventative maintenance is scheduled and assets are maintained in accordance with company standards

  • Works with customers on new products, procedures, planning and implementation

  • Ensures local policies and processes for finance and administration are implemented and followed; ensures timely and accurate regional reporting of financial results

  • Works with commercial on local sales/commercial strategy, plans and processes, ensuring a clear business/customer proposition, market communication and the achievement of  targeted sales revenues and margins for the location

  • Functions as authority for facility; escalates situations as necessary 

  • Handles customer complaints regarding location operations ensuring satisfactory resolution for all parties

  • Owner of  incidents investigation and reporting; prepares incident reports; implements approved corrective action/s

  • Maintains high level relationships and commercial contacts to ensure market know how and commercial contracts with key customers

  • Manages and develops all location staff; oversees managers and supervisors assuring development of employees throughout the location

  • Travel regularly between the two West Coast sites to oversee operations and maintenance activities, ensuring consistency and quality across locations.  Some travel required to the business unit office in Houston, Tx.

  • Ensures West Coast terminals are represented with all environmental regulatory agencies and customer environmental personnel

  • Manages the local organization; ensures cost effective and efficient terminal organizational structure, plans, processes, systems and culture

  • Plans, executes and monitors local business plan and budget aligned with divisional plans, creates budget and strategy designed to achieve short term strategic goals

  • Ensures terminal represents Company interests in community and industry meetings

  • Serve as the primary point of contact for union representatives regarding labor relations, contract negotiations, and workforce issues.

  • Communicate effectively with internal and external stakeholders, including vendors, contractors, and regulatory agencies.

  • Trains regularly on all Federal, state and local environmental regulations, requirements and guidelines including, but not limited to, RCRA requirements; follows and adheres to all guidelines, regulations, and requirements

  • Performs other duties assigned by management that fall within the generally expected scope of this position

Work Environment

This employee generally works in an office environment, away from extremes of cold or heat.  Limited to no exposure to noise and vibrations other than normal daily office sounds.  The noise level in the work environment is usually moderate.  The employee should not have regular exposure to fumes, odors, toxic conditions, dust or poor ventilation.

Physical Demands

While performing the duties of this job, the employee is regularly required to walk, sit, speak and hear.  The employee is required to stand, use hands to finger, handle, or feel; reach with hands and arms; the employee may be required, on occasion, to climb or balance, stoop, kneel, or crouch.  The employee may occasionally lift and/or move up to ten (10) pounds.  Specific vision abilities required by this job include close vision, peripheral vision, depth perception and ability to adjust focus.  Employee may be required to travel by air, rail, bus, or car.
