Job Description
BryceTech is seeking a highly motivated and energetic Senior Subcontracts Administrator to join our team. This position can be either remote or hybrid of both remote and in person at BryceTech’s office in Alexandria, VA. In this highly visible role, you will serve as a key member of the Contracts team in direct support of company goals and objectives. While working independently and as part of a team in a dynamic environment, the Senior Subcontracts Administrator will support the Director of Contracts & Subcontracts in all aspects of subcontract negotiation and administration. This position requires a good understanding of U.S. Government contract regulations and the ability of drafting and negotiating subcontract terms and conditions. The successful candidate is extremely organized, responsive, and service-oriented, thriving in a fast-paced, deadline-driven, team-based environment.
Responsibilities:
- Comprehensive administration of assigned consulting agreements and subcontract agreements of various types and complexity to include maintaining accurate subcontract records in BryceTech’s contract management database
- Draft, issue, and negotiate terms and conditions for new subcontract awards, task orders, consulting agreements, purchase orders, and modifications
- Ensure subcontracting and consulting opportunities comply with applicable base contract, task order, FAR/DFAR requirements, and subcontract consent requirements
- Conduct cost/price analysis evaluation of subcontractor proposals and write subcontract cost/price analysis narratives to justify pricing as fair and reasonable
- Actively foster and manage relationships with subcontractor partnerships and contractual agreements
- Maintain contact with program managers regarding subcontract negotiation, preparation, and monitoring
- Advise program managers of contractual rights and obligations
- Identify, mitigate, and address problems, gaps, and risks in terms and conditions, statement of work, and subcontracts and assist leadership with developing innovative solutions to ensure a satisfactory resolution.
- Collaborate and effectively communicate with various departments including contracts, accounting, operations, HR, and business development to closely monitor contract compliance and provide proposal support
- Draft, review, and negotiate non-disclosure agreements and teaming agreements as requested
- Create moderate to complex subcontractor RFQ/RFPs in accordance with Government solicitation requirements and BryceTech operating procedures
- Monitor subcontractor and consultant invoices for compliance and funding needs
- Prepare and provide training presentations for program managers on the purchasing process
- Seek continuous development, improvement, streamlining, and automation of processes to ensure compliance and increased efficiency
- Own the purchasing process by generating, tracking, and managing all PRs and processing POs in Unanet
- Support BryceTech’s transition to a new contract lifecycle management (CLM) software
- Other related duties as assigned
Qualifications
- Bachelor's Degree in Business Administration, Acquisition and Contract Management, Legal Studies, or related discipline is required.
- Minimum of five (5) years of subcontract management experience in a federal government contracting environment
- Experience with reviewing terms and conditions and statements of work for areas of risk and risk mitigation in accordance with company policies/procedures
- Working knowledge of the FAR, DFAR, relevant contract laws and regulations and subcontracting best practices
- Familiarity with Contractor Purchasing System Review (CPSR) and working in an approved purchasing system
- Highly proficient in MS Office with an advanced understanding of MS Excel and Word
- Experience working with multiple contract types (FFP, T&M, Cost Reimbursable, etc.)
- Ability to manage a robust contract portfolio of various size, scope, and complexity
- Exceptional ability in prioritizing assignments, multi-tasking, and adjusting accordingly to meet internal and external client needs
- Exceptional analytical, attention to detail, organizational, time management, problem solving and verbal and written communication skills
- NCMA CPCM or CFCM certification is a plus
