H2 Performance Consulting (H2), a high-growth technology firm, is seeking a Senior Solutions Analyst to support a U.S. government client. The Senior Solutions Analyst will lead analysis of Federal missions, operating environments, business processes, systems, data, controls, and user needs and translate findings into practical, traceable solution requirements and recommendations. This is a fully remote position supporting a government client. The position requires U.S. citizenship and an active Public Trust clearance at the time of application. This position is contingent upon contract award, final staffing requirements, security eligibility, certification requirements, and customer approval, where applicable.
Key Responsibilities:
- Plan and lead discovery, business analysis, systems analysis, and solution-definition activities for complex Federal initiatives.
- Assess agency missions, authorities, policies, operating models, workflows, systems, interfaces, data, controls, performance measures, and stakeholder requirements.
- Elicit, analyze, reconcile, prioritize, document, and validate functional, nonfunctional, data, integration, security, privacy, accessibility, reporting, and operational requirements.
- Develop current-state and future-state process maps, system context diagrams, data flows, interface definitions, use cases, user stories, acceptance criteria, requirements traceability matrices, and decision artifacts.
- Evaluate solution alternatives based on mission value, user impact, technical feasibility, cost, risk, compliance, implementation effort, interoperability, and sustainment.
- Facilitate interviews, workshops, design sessions, backlog refinement, demonstrations, validation sessions, and executive decision forums.
- Coordinate with product, engineering, architecture, cybersecurity, privacy, data, acquisition, operations, and change-management teams to resolve ambiguity and manage dependencies.
- Support prototyping, testing, acceptance, deployment, training, transition, performance measurement, and benefits realization.
- Prepare defensible findings, recommendations, business cases, alternatives analyses, roadmaps, briefings, and Government-ready deliverables.
- Maintain bidirectional traceability from statutory, policy, contract, program, user, and technical sources through requirements, designs, tests, releases, decisions, and outcomes.
- Distinguish business needs, solution requirements, design choices, assumptions, constraints, dependencies, risks, and decisions.
- Analyze quantitative and qualitative evidence to identify root causes, gaps, duplication, bottlenecks, control weaknesses, data-quality issues, and mission-delivery risks.
- Apply human-centered CX design principles to understand user roles, journeys, accessibility needs, pain points, and adoption considerations.
- Assess how legacy systems, vendor products, application programming interfaces, data sources, infrastructure, and security boundaries affect solution feasibility.
- Develop clear artifacts that are usable by executives, program personnel, end users, designers, engineers, testers, acquisition personnel, and oversight organizations.
- Perform work in accordance with applicable contract requirements, security controls, privacy protections, records-management requirements, and agency policies.
Requirements
Required Qualifications:
- Bachelor's degree from an accredited institution in business, industrial engineering, operations research, organizational development, public administration, systems engineering, or related field.
- 8+ years of relevant experience in business analysis, systems analysis, CX analysis and design, process improvement, technology modernization, data analysis, or management consulting.
- 4+ years of experience supporting Federal civilian, defense, intelligence, military, or comparable public-sector organizations.
- 3+ years of leading complex analysis of workstreams, requirements efforts, solution assessments, or multidisciplinary teams.
- Demonstrated experience eliciting and documenting requirements, analyzing alternatives, facilitating stakeholders, and preparing Government-ready deliverables.
- Demonstrated ability to convert complex quantitative and qualitative evidence into actionable and technically feasible recommendations.
- Experience supporting solution validation, testing, implementation, or release decisions.
- U.S. citizenship required.
- Active Public Trust clearance required at the time of application.
Preferred Qualifications:
- Certified Business Analysis Professional, PMI Professional in Business Analysis, Project Management Professional, Agile, Scrum, ITIL, or comparable credential.
- Experience with Federal enterprise architecture, technology modernization, cloud services, cybersecurity, privacy, accessibility, data governance, or systems integration.
- Experience using tools like GitHub or Jira to manage backlogs, user stories, acceptance criteria, requirements-management tools, usability research, and solutioning.
- Experience performing market research, business-case analysis, cost-benefit analysis, alternatives analysis, or acquisition support.
- Experience supporting Cabinet-level departments, defense organizations, independent agencies, or multi-agency initiatives.
