Purpose:
Leads a team of Software Developers engaged in scheduling and completing complex projects. Understand and make recommendations about the banks current systems, their components, how the components relate to each other and their environments, as well as the principles governing its design and evolution. Works closely with Delivery Managers to establish priorities.

Specific Responsibilities:

Leads team members. Responsibilities include mentoring, providing technical leadership, analyzing projects and assigning tasks, establishing project milestones and leading peers toward completion of milestones.

Responsibilities include overall system design and integration. Provide technical specifications for team in the following areas:

Systems Integration

Database

Applications

Acts as liaison with business owners and technical staff to define system documentation

Designs architecture including software and hardware to fully support functional requirements. Prepares System Design Document (SDD).

Coordinates and schedules activities with other IT management and staff when departmental dependencies occur.

Reports to Delivery Managers on projects and problems with production systems.

Acts a liaison on behalf of FHLBI with third party vendor technical staff to ensure FHLBI interests are met.

Consults with Bank personnel in selection of hardware and software, development of applications, use of programming tools, etc.

Keeps abreast of technological developments and industry trends.

Provides consultation on complex projects and IT Staff training.

Code performant, software programs that provide technical solutions to business problems and specifications.

Unit test software programs and technical systems to validate accuracy.
-
Document systems and software programs that adhere to department standards.
Position Requirements:
-
BS in Computer Science or equivalent work history
-
Minimum 5 years of experience working with software teams on software projects
-
Minimum 2 years of experience acting in a lead capacity for a software development team
-
Expert object-oriented programming skills
-
Extensive experience with the MS.NET development environment using C# and ASP.NET
-
Extensive experience with relational databases and procedural SQL with an emphasis in SQL Server and/or Oracle
-
Knowledge of Java development is a plus
-
Experience with SOA principles, experience with JBoss application server is a plus

Project planning and estimation skills. Ability to organize work for a team and set daily priorities for team members

Expert experience with System Development Life Cycle (SDLC) and agile methodology

Must possess the ability to interact with people at various organizational levels
-
Must possess excellent problem-solving skills
-
Must possess excellent oral and written communication skills
-
Business experience with financial or accounting systems; or equivalent combination of education and IT support of financial systems is preferred

Must not have been convicted on any civil or criminal charge that would suggest a risk to Bank security
-
Ability to work full time
