enior Proposal Manager

We are seeking a strategic, results-driven Senior Proposal Manager to lead the development of high-value, winning proposals that drive organizational growth. This senior role requires a seasoned professional with deep knowledge of Federal contracting, exceptional leadership skills, and a proven ability to manage complex, multi-volume submissions from inception to delivery.

The Senior Proposal Manager will own the full proposal lifecycle—integrating capture strategies, managing cross-functional teams, and ensuring compliant, compelling, and customer-focused final products. This position plays a pivotal role in shaping our business development success, leveraging modern tools and AI technologies to improve efficiency, consistency, and competitive strength.

Key Responsibilities

  • Lead the complete proposal lifecycle, from bid analysis and strategy development through submission and post-award debriefs.
  • Guide capture and technical teams in developing winning strategies, value propositions, and compliant proposal narratives.
  • Serve as the central point of leadership for all proposal activities—driving schedules, deliverables, and compliance through disciplined management.
  • Manage cross-functional collaboration across capture, technical, pricing, contracts, and production teams to ensure cohesive and compelling responses.
  • Supervise and mentor junior proposal staff, providing oversight, coaching, and process improvement guidance.
  • Direct relationships with subcontractors and partners—including data calls, compliance alignment, and volume integration.
  • Oversee quality control for all written materials to ensure consistency in tone, accuracy, and brand alignment.
  • Implement AI and automation tools to enhance efficiency in content sourcing, boilerplate management, and proposal analytics.
  • Lead proposal submissions for Intelligence Community and Federal agency customers, including classified and complex opportunities.
  • Drive continual improvement of proposal processes, templates, and knowledge libraries to standardize best practices enterprise-wide.
  • Analyze proposal performance metrics and outcomes to inform future capture strategies and process improvements.

 

     

    Qualifications

     

    • 7–10+ years of progressive experience leading Federal proposal efforts, including multi-volume or classified submissions.
    • Demonstrated success managing proposals exceeding $100M in total contract value.
    • Deep knowledge of Federal acquisition regulations (FAR) and compliance requirements.
    • Exceptional writing, editing, and communication skills, with the ability to translate technical data into persuasive narratives.
    • Strong leadership and team facilitation skills with proven experience managing virtual or cross-functional teams under tight deadlines.
    • Advanced proficiency in  using desktop publishing and graphics tools
    • Experience with or strong interest in applying AI-driven tools to enhance proposal development processes.
    • Ability to work autonomously, prioritize effectively, and make data-driven decisions under pressure.
    • Current Secret clearance required; active TS preferred.
