The Senior Project Manager leads the successful delivery of complex capital projects across Jersey Water’s estates and infrastructure portfolio, taking ownership from early concept, feasibility and business case development through to design, procurement, construction, commissioning, handover and close-out. The role is focused on effective delivery, ensuring projects are planned and controlled to achieve safe, timely and cost-effective outcomes, with clear management of scope, programme, budget, risk, quality, benefits and operational impact. 
 
Reporting to the Head of Capital Delivery and Asset Management, the postholder provides senior project delivery leadership, technical and commercial advice, and practical support to Project Managers and the wider Capital Delivery function. The role strengthens project governance and delivery discipline, supports prioritisation and decision-making across the Jersey Water capital plan, and promotes consistent use of agreed policies, processes, controls and ways of working. 

Key Responsibilities
  • Lead assigned capital projects from concept to close-out, ensuring clear scope, plans, budgets, risks, milestones and handover requirements. 
  • Deliver safely in live operational environments, coordinating internal teams, consultants, contractors and suppliers while minimising disruption to customers, assets and operations. 
  • Apply Jersey Water governance, audit and stage gate controls, maintaining accurate reporting on progress, cost, risk, change and forecast outturn. 
  • Manage budgets, procurement inputs, contracts, change control, compensation events and supplier performance within agreed delegations. 
  • Identify and manage risks, issues, dependencies and opportunities, escalating decisions and recommendations clearly where required. 
  • Engage stakeholders across operations, safety, security, commercial, finance, regulators and external partners to secure timely decisions and delivery outcomes. 
  • Support audits, gateway reviews, lessons learned and continuous improvement across the Capital Delivery function. 
  • Provide guidance to Project Managers and project team members, promoting consistent project management practice, tools and behaviours.

Skills, Knowledge and Expertise
  • A strong track record of delivering complex capital, infrastructure or estates projects from concept to close-out, with clear control of scope, cost, programme, risk, quality and handover. 
  • The ability to lead safe and effective delivery in live operational environments, balancing project outputs with service continuity, customer impact and operational resilience. 
  • Strong leadership capability to guide, mentor and support Project Managers and project team members, promoting consistent project management practice, clear accountability and high-quality delivery. 
  • The confidence to provide practical advice, challenge and support to the wider Jersey Water capital plan, helping shape delivery priorities, improve project controls and support informed decision-making. 
  • Strong technical, commercial and asset management judgement, with clear focus on cost, risk, deliverability, whole-life value and long-term asset performance. 
  • A clear understanding of project governance, assurance, audit, reporting and stage gate controls, with the discipline to apply Jersey Water policies, processes and delegated authorities consistently. 
  • A relevant project management qualification or certification, such as PRINCE2, APM or PMP, or equivalent experience gained through senior capital project delivery. 
  • Experience with NEC contracts, CEMAR, Primavera P6 or similar contract and planning tools is desirable. 

Benefits
After completion of the probation period:
  • Pension – Membership of the defined contribution scheme.  Jersey Water pays 5% up to 5 years’ service and then 10%, employees pay 5%.  A matching scheme is available whereby Jersey Water matches additional voluntary contributions up to a maximum of 5%.
  • Death in Service – 4 times salary
  • Private health scheme – Non contributory

For more than 140 years, Jersey Water has been the sole supplier of water to our Island community. Every day, the utility provides nearly 20 million litres of treated mains water to more than 40,000 homes and businesses, equating to approximately 90% of the population.Jersey Water, one of the Island’s oldest registered company, now employs around 100 people and operates six reservoirs, a desalination plant and two treatment plants to supply water to its customers.

  • Experience managing budgets, procurement inputs, contracts, change control, compensation events and supplier performance
  • Relevant project management qualification or certification such as PRINCE2, APM or PMP, or equivalent senior capital project delivery experience
