Job Description

 Essential Duties & Responsibilities:

  • Manages and provides construction oversight to OARs
  • Resolves complex construction project related issues, disputes, and disagreements9.17 Develop, assign, and monitor performance of OARs relative to assigned construction projects
  • Reviews status and overall construction project progress relative to submitted constructionschedules
  • Review change orders from all construction projects and assess their impact to the District
  • Assists Regional Directors and other Facilities management staff with bid and contract planning
  • Assess bid specifications for District need and probability of completion under stated timeline
  • Reviews status and monitors variances of the construction project database relative to schedulingand cost control reporting
  • Reviews and verifies submitted applications for payment and perform overall fiscal managementof multiple construction projects
  • Provides functional direction over areas of responsibility including construction project schedules,cost control, dispute resolution, contract administration, and quality control
  • Reviews and monitors overall administration of contracts for the architect and related consultants
  • Coordinates program activities with other District organizational branches and departments suchas the Office of Environmental Health and Safety, Design and A/E Technical Support, AssetManagement Branch, Facilities Contract Administration, Inspection Unit, Maintenance andOperations, and local districts
  • Reviews and resolves disputes related to construction projects
  • Develop and recommend internal policies and procedures
  • Performs other related duties as assigned

Minimum Qualifications:


Combined Qualifications: Candidates who meet one of the following combinations ofqualifications will be considered for this position:

  • Twenty (20) years full-time paid professional project/construction management experience
  • Ten (10) of the 20 years must be managing large programs with projects havingconstruction values of more than $50 million (not cumulative)
  • Must have five (5) years’ experience in educational facility construction, public works orlarge commercial projects (may include projects outside of California)
  • Graduation from a recognized college or university with a degree in architecture, engineeringor construction management.
  • Certified Construction Manager (CCM) credential from the Construction ManagementAssociation of America (CMAA) may substitute for the education requirement.

OR

  • Twenty-five (25) years full-time paid professional project/construction managementexperience
  • Twenty (20) of the 25 years must be managing large programs with projects havingconstruction values of more than $50milllion (not cumulative)
  • Must have five (5) years’ experience in educational facility construction, public works orlarge commercial projects (may include projects outside of California)
  • Preferred (Not Required): Graduation from a recognized college or university with a degreein architecture, engineering or construction management
  • Preferred (Not Required): A Certified Construction Manager (CCM) credential from theConstruction Management Association of America (CMAA).

Preferred Qualifications:

  • Design Build Experience
  • Experience utilizing Building Information Modeling (BIM)
  • Experience in Leadership in Energy and Environmental Design (LEED) certified projects and/orthe Collaborative for High Performing Schools (CHPS)
  • Experience with Division of the State Architect (DSA) construction/design processes
  • A valid Certificate of Registration as an Architect by the California Architectural Board orProfessional Engineer by the State Board for Professional Engineers and Land Surveyors

Skills Required

  • Twenty years of full-time paid professional project or construction management experience, including ten years managing large programs with projects valued above $50 million, five years in educational facility construction, public works, or large commercial projects, and a degree in architecture, engineering, or construction management
  • Alternatively, twenty-five years of full-time paid professional project or construction management experience, including twenty years managing large programs with projects valued above $50 million and five years in educational facility construction, public works, or large commercial projects
  • Certified Construction Manager credential from the Construction Management Association of America may substitute for the education requirement
