[SENIOR] PROGRAM MANAGER – OPERATIONS AND MAINTENANCE
POSITION SUMMARY:
The [Senior] Program Manager – O&M is responsible for managing Service Lines/Programs within the organization. The successful [Senior] Program Manager will lead, direct, and manage the business activities of their assigned Service Line/Program to develop and implement effective business strategies and programs. With an entrepreneurial spirit and vision, the Program Manager will assist our organization in maintaining relationships with clients, generating new business, increasing staff productivity, improving service, ensuring sustainability, and meeting business Key Performance Indicator (KPI) objectives.
Annual Salary: $150,000.00 - $210,000.00 based on interview and experience.
ESSENTIAL JOB FUNCTIONS AND RESPONSIBILITIES INCLUDE, BUT ARE NOT LIMITED TO:
- Ensures all employees comply with safety policies and procedures.
- Develop a comprehensive Annual Strategic Plan for the Service Line/Program that includes sales, operations, finance, and HR goals; monitor all goals and measurements throughout the year; take action to adjust as necessary to meet/exceed all goals.
- Manage the Service Line/Program Sales Forecast with assistance from Business Development, Proposal, and Project Teams to ensure the correct focus on sales to meet monthly, quarterly, and annual sales goals as established in the Annual Strategic Plan.
- Manage the Service Line/Program Billing/Revenue Forecast with assistance from Project Controls and Project Teams to ensure timely and accurate billing/revenue is forecasted monthly on every project in alignment with the Dawson Financial Calendar and monitor revenue goals and actuals throughout the year; take action to adjust as necessary to meet/exceed all goals.
- Manage the Service Line/Program Indirect Costs to ensure compliance with corporate policies regarding indirect labor and travel and monitor indirect cost goals and actuals throughout the year to ensure the cost structure is aligned with the Gross Revenue, Indirect Costs, and Operating Income plans; take action to adjust as necessary to meet/exceed goals.
- Manage the Service Line/Program Cash Flow (Accounts Receivable and Accounts Payable) with assistance from Accounting, Finance, and Project Teams to ensure positive cash flow in alignment with the Dawson Financial Calendar and corporate policies.
- In compliance with the Dawson Authority Matrix, coordinate with Dawson Leadership, Business Development, Procurement, and Proposal Teams to prepare proposals, negotiate revisions, and if applicable, manage contract changes with clients, project teams, suppliers and subcontractors.
- On a periodic basis, manage, develop, and maintain client relationships within the Service Line/Program to validate client satisfaction and performance of existing projects (CPARS), and to gain insight on new opportunities – both directed and competed.
- Identify, plan, organize, and direct all personnel assignments and HR actions within the Service Line/Program.
- Establish and oversee project management objectives, policies, procedures, and performance standards within the boundaries of job specifications, project requirements, and corporate policies; ensure all projects in the Service Line/Program are reviewed periodically in compliance with corporate policies.
- Manage professional development programs/plans with supervisors in the Service Line/Program and ensure compliance with HR policies related to personnel goal development, tracking, training, and documentation for all employees.
- Assist Project Teams with staff assignments of project positions utilizing internal or external hiring policies, and in coordination with other Service Lines/Programs and Business Lines if/when necessary.
- Lead, guide, coach, and develop subordinates. Provide constructive feedback to team in order to inspire excellent performance.

QUALIFICATIONS:
- In order to qualify as a Senior Program Manager, demonstrate at least ten (10) years of related experience showing progressive leadership and management responsibilities in a program of similar nature, managing multiple contracts and showing the ability to lead multiple teams comprised of diverse team members.
- In order to qualify as a Program Manager, demonstrate at least five (5) years of related experience showing progressive leadership and management responsibilities in a program of similar nature, managing multiple contracts and showing the ability to lead multiple teams comprised of diverse team members.
- Experience working with or for the federal government highly desired.
- Federal operations and maintenance experience preferred.
- Possess a valid U.S. driver’s license with a clean driving record.
- Ability to pass a federal government Public Trust investigation required, with the ability to gain a Department of Defense or other federal agency security clearance (up to the Top Secret level) highly desired.

Skills Required
- Minimum 10 years related experience with progressive leadership and management responsibilities in a similar program, managing multiple contracts and leading multiple teams.
- Minimum 5 years related experience showing progressive leadership and management responsibilities for Program Manager level (alternative qualification stated).
- Experience working with or for the federal government.
- Federal operations and maintenance experience.
