The Role

DNI is seeking a highly experienced Senior Program Manager to provide strategic leadership and oversight in support of the Federal Aviation Administration (FAA). This role is responsible for ensuring the successful delivery of enterprise programs, modernization initiatives, and cross-functional projects.

The ideal candidate will bring deep expertise in federal program management, acquisition, governance, and stakeholder coordination, along with the ability to manage complex, high-visibility initiatives in a dynamic environment.


Requirements
  • Provide overall leadership and strategic oversight for the project, ensuring successful delivery of programs, projects, releases, and modernization initiatives.
  • Manage scope, schedule, budget, risk, and contractor performance across multiple concurrent efforts.
  • Oversee and manage cross-platform dependencies, including integration across data, cloud, and enterprise systems.
  • Support governance, acquisition, and financial management activities.
  • Deliver executive-level reporting, briefings, and communications to senior stakeholders.
  • Identify, assess, and mitigate program risks and dependencies.
  • Facilitate stakeholder engagement, including large virtual and in-person meetings.
  • Support development and sustainment of product feature roadmaps.
  • Define, document, and improve business processes and workflows.
  • Track and report project timelines, milestones, and performance metrics.
  • Manage project backlogs and prioritization, providing recommendations aligned with mission objectives.
  • Ensure compliance with federal standards, budget constraints, and regulatory requirements.
  • Collaborate with technical teams supporting data platforms, cloud environments, and analytics solutions to align program delivery with enterprise architecture goals.

Required Qualifications

  • Bachelor’s degree in any discipline.
  • Minimum 10 years of experience managing enterprise-level programs.
  • Demonstrated experience in:
    • Federal acquisition and governance processes
    • Financial management and program oversight
    • Leading large-scale technical or business programs
  • Proficiency with enterprise and FAA tools, including:
    • Microsoft Office Suite
    • Microsoft Project
    • Jira
    • ServiceNow
    • SharePoint
    • Adobe tools
  • Experience working in federal environments (technical or managerial).
  • Strong communication skills (written and verbal), including executive briefings.
  • Proven ability to manage complex, high-volume workloads under tight deadlines.
  • Strong analytical and problem-solving skills with sound judgment.
  • Ability to work independently and collaboratively in high-pressure environments.
  • Demonstrated professionalism, attention to detail, and organizational skills.
  • Experience handling confidential and proprietary information with discretion.

Preferred Qualifications

  • Experience supporting FAA programs or similar federal agencies.
  • Experience with:
    • Product roadmap development
    • Business process reengineering
    • Agile or hybrid project management methodologies
  • Exposure to or experience in one or more of the following areas:
    • Enterprise Program Management frameworks and portfolio-level governance
    • Data Engineering and large-scale data platform initiatives
    • Cloud Architecture (e.g., AWS, Azure, or hybrid environments)
    • Data Governance and data management strategies
    • Artificial Intelligence (AI) and Machine Learning (ML) applications in enterprise settings
    • Business Intelligence (BI), reporting, and analytics platforms
  • Demonstrated ability to adapt to emerging technologies and evolving program needs.

Education Equivalency

  • Bachelor’s degree: baseline requirement
  • Master’s degree: preferred, may substitute for additional experience
  • Doctorate (PhD): considered a plus
