Position Summary:

The Sr. Program Control Analyst reports to the Director of Finance and Accounting.  The Sr. Program Control Analyst will support the development of budget baselines and maintain cost/schedule integration; support preparation of budgets, schedules, and EAC’s; perform and/or assist in financial performance analyses and visibility reporting; support variance analysis reports.


Responsibilities:

  • Prepare project budgets, monitor and control costs and schedules on projects.
  • Perform analysis and prepare reports to ensure that projects are within agreed-upon budgets and cost control guidelines.
  • Analyze variances/trends and develop new methods and process techniques.
  • Proactively partner with project management team to understand and track program risks and challenges and ensure risk mitigation activities are in place as necessary to avoid performance issues.
  • Partner with program management and cross-functional teams to prepare EAC’s and R&O Register, and support risk mitigation and opportunity realization.
  • Monitor the critical path of projects and coordinating resources. Identifying technical, regulatory, or schedule variances and implementing corrective actions.
  • Support subcontractor/vendor cost management lifecycle, including setting up Purchase Requests, Purchase Orders, tracking subcontractor/vendor invoicing and payments, and developing back up for subcontractor accruals. Review subcontractor invoices for accuracy, timeliness and completion. Collaborate to ensure subcontractor funding is up to date, in place, and in line with prime contract.


Required Qualifications

  • Bachelor’s degree with 8+ years of professional experience or Master’s degree with 6+ years of professional experience. Degree in Finance, Economics, Accounting or Business Administration.
  • Significant experience with MS Office Suite
  • Must be analytical, possess strong communication and presentation skills and have the ability to work independently as well as a member of a team.
  • Experience in a federal contracting environment, that includes FAR/DFAR or other government regulations.
  • Must have experience working with cross-functional teams (Engineering, Supply Chain, Contracts, Operations, Manufacturing, etc.) in a matrixed organization.

Preferred Qualifications

  • Self-starter with a positive attitude, willing to take on challenges. You're comfortable with ambiguity, can build something from nothing, and don't need perfect data to provide valuable analysis.
  • Experience in production/manufacturing environments.
