ICF is seeking a highly experienced Senior Product Owner / Product Manager to lead strategic technology initiatives for a large public-sector transportation organization. This role is responsible for defining product vision, establishing enterprise product roadmaps, driving cross-functional collaboration, and ensuring technology investments deliver measurable business outcomes.
The successful candidate will serve as the bridge between business stakeholders, technology teams, vendors, and executive leadership. They will be responsible for managing product strategy throughout the lifecycle—from discovery and planning through delivery, adoption, and continuous improvement—while ensuring alignment with organizational goals and customer needs.
This position requires an accomplished leader with strong Agile product management expertise, exceptional stakeholder engagement skills, and experience leading complex enterprise technology programs across multiple teams and vendors. The ideal candidate combines strategic thinking with hands-on execution and thrives in highly collaborative environments.
Location: Los Angeles, CA - 100% onsite in the client's office.
Key Responsibilities
Define and execute product strategy, vision, and roadmaps aligned with business objectives.
Prioritize investments and product initiatives using customer insights, business value, and data-driven decisions.
Manage product backlogs, features, user stories, MVPs, and Agile planning activities.
Partner with engineers, architects, designers, analysts, and stakeholders to deliver successful products.
Build relationships with business leaders, customers, and vendors while managing requirements, risks, and performance.
Facilitate executive discussions, cross-functional collaboration, and resolution of complex issues.
Establish product governance, standards, and best practices across the organization.
Lead change management, adoption, and communications for enterprise initiatives.
Mentor team members and promote a culture of continuous improvement and data-driven decision-making.
Required Qualifications
Associate’s degree in Information Technology, Computer Science, Engineering, Business Administration, or a related field.
7+ years of experience delivering technology solutions and digital transformation initiatives.
7+ years of experience in Product Owner, Product Manager, Business Systems Analysis, or related leadership roles.
Preferred Qualifications
Experience supporting public sector, transportation, or government organizations.
SAFe Product Owner/Product Manager (POPM), Certified Scrum Product Owner (CSPO), or equivalent Agile certification.
Demonstrated experience managing enterprise software products through the full product lifecycle.
Strong experience with Agile methodologies, backlog management, roadmap development, and stakeholder engagement.
Experience leading large, complex programs involving multiple teams, vendors, and workstreams.
Design Thinking certification.
Lean Six Sigma Black Belt certification.
Experience with enterprise analytics, cloud platforms, and data-driven product management.
Experience managing technology procurement and vendor ecosystems.
