The Senior Manager, Technology Product Management will support strategic technology investments and enterprise capabilities across Optum Rx. This role combines technical product management, portfolio and program leadership, business analysis, financial acumen, governance, and executive reporting.
The successful candidate will partner with business leaders, enterprise capability teams, architects, engineering teams, finance partners, and Enterprise AI teams to evaluate use cases, develop integrated execution roadmaps, drive adoption, track benefit realization, manage AI cost transparency, and deliver executive-level visibility into technology investments and business value.
Primary Responsibilities:
  • Elicit, analyze, and translate business and technical requirements across multiple business segments into product capabilities, roadmaps, funding recommendations, and actionable delivery plans
  • Partner with business, technology, architecture, finance, Enterprise AI, and enterprise capability teams to evaluate use cases, assess business impact, identify dependencies, and support strategic technology investments
  • Facilitate capability intake, impact assessment, prioritization, governance reviews, funding discussions, and cross-functional decision-making to ensure investments align with business priorities and enterprise strategy
  • Develop and maintain integrated roadmaps, milestones, risks, dependencies, and adoption plans across multiple business segments, teams, and enterprise capabilities
  • Coordinate execution and adoption activities across business, enterprise, and technology teams to ensure alignment to strategic objectives and successful delivery
  • Maintain end-to-end traceability from capability intake through funding, roadmap execution, adoption, consumption, and benefit realization, ensuring leadership has visibility into delivered business value
  • Create and maintain product documentation, business cases, user stories, stakeholder communications, executive presentations, and governance materials
  • Track capability adoption, business outcomes, benefit realization, and portfolio health across multiple business segments to ensure investments deliver measurable value
  • Build and maintain dashboards and reporting that provide visibility into roadmap execution, funding, adoption, realized benefits, AI consumption, and business segment P&L impacts
  • Serve as the primary liaison between Enterprise AI, Finance, business stakeholders, and engineering teams for AI consumption and cost management. Translate enterprise AI funding models, chargeback methodologies, and consumption metrics into actionable financial and forecasting insights for business and technology teams. Support AI cost forecasting, investment planning, adoption tracking, and optimization efforts
  • Leverage Agile methodologies and AI-enabled tools to improve product delivery, reporting, operational efficiency, and decision-making
  • Provide executive-level updates, recommendations, and insights to business and technology leadership teams
  • Comply with the terms and conditions of the employment contract, company policies and procedures, and any and all directives (such as, but not limited to, transfer and/or re-assignment to different work locations, change in teams and/or work shifts, policies in regards to flexibility of work benefits and/or work environment, alternative work arrangements, and other decisions that may arise due to the changing business environment). Required Qualifications:
  • Bachelor's degree in Computer Science, Engineering, Information Systems, Business, Finance, or related field
  • 8+ years of experience in Technology Product Management, Technical Program Management, Portfolio Management, or related technology leadership roles
  • Experience coordinating complex initiatives across business, technology, architecture, finance, and enterprise stakeholders
  • Experience developing integrated roadmaps, managing dependencies, and driving cross-functional execution
  • Experience with executive reporting, dashboard development, governance processes, and data-driven decision making
  • Experience working with AI consumption-based pricing models, forecasting, chargeback methodologies, cloud cost management, or FinOps practices
  • Solid understanding of Agile, Scrum, SDLC, and enterprise technology delivery
  • Demonstrated solid analytical, problem-solving, communication, and stakeholder management skills
  • Demonstrated financial acumen, including experience supporting business cases, investment planning, forecasting, cost analysis, benefit realization, or technology financial management

Preferred Qualifications:
  • MBA or equivalent business and financial management experience
  • Healthcare, PBM, payer, or enterprise platform experience
  • Experience with portfolio governance, adoption management, benefit realization, or technology financial management
  • Experience with Power BI, Tableau, Excel, SQL, or similar reporting and analytics tools
  • Knowledge of AI/Generative AI platforms, enterprise AI services, and consumption-based cost models
