ICF’s Digital Modernization division is a rapidly growing, entrepreneurial technology department, seeking a Senior Manager, Program Management to lead and support upcoming needs with our federal customers.
As Senior Manager, Program Management, you would help coordinate teams of architects, analysts, developers, and designers to support multiple contracts. In this role, you will serve as a key partner to the Program Manager in leading multiple sub-teams, advising and engaging the client on key operational and strategic priorities, tracking, and supporting completion of high-quality deliverables, and assisting with team management tasks. Based on your experiences and interests, we may ask you as a technology professional to support growth-related activities, including (but not limited to) RFI, RFP, prototypes, and oral presentations. Team members are also expected to uphold and maintain appropriate certifications necessary for their practice expertise.
What you’ll be doing:

Serve as a key point of contact for the client responsible for executing Task Order requests and managing program delivery, and act as a liaison between the client and ICF’s internal support services.

Help lead a team of professionals that manages unified internal and external communication with client staff, leadership, and key partners and stakeholders.

Oversee process and workflow development and implementation to support a diverse client program.
-
Provide advisory support for complex government challenges in the digital modernization space.

Manage relationships with senior-level clients to ensure programmatic success and client satisfaction, adjusting course when needed and maintaining an agile approach to program execution.

Work collaboratively with business leads and subject matter experts (SMEs) responsible for technical delivery; work closely with task order managers and SMEs to develop and administer task order budgets, commitments, plans and schedules, staffing, and management requirements.

Play a key role in supporting growth activities within the program.
Required Skills:
-
6+ years of experience analyzing complex problems that impact the project and provide innovative solutions and options that include analysis of schedules, costs, and technology or tools.
-
6+ years of experience with large scale and diverse IT programs.
-
5+ years of experience in project management supporting federal clients on IT / software projects, preferably in a large business environment.
-
5+ years of large-scale program and/or portfolio management experience in a very fast-paced, dynamic environment.
-
3+ years of experience in a similar role leading program teams.
-
3+ years of experience supporting on-contract and new business growth activities, such as leading pricing efforts or serving as a business volume lead.

US Citizenship or Green Card is required (required by the federal government for this position).

Must be able to obtain Public Trust clearance.

MUST RESIDE IN THE United States (U.S.) and the work MUST BE PERFORMED in the United States (U.S.), as this work is for a federal contract and laws do apply.
Preferred Skills:

Project Management Institute (PMI) or Project Management Professional (PMP) certification.

Bachelor's degree in technology related field or business administration

8+ years of experience managing projects and contract engagements with federal clients.

8+ years of experience providing consulting services to the federal government for large scale cloud implementation using AWS, Appian, Salesforce, ServiceNow, and/or Microsoft Dynamics.

5+ years’ experience managing distributed teams in support of geographically dispersed customers.
-
Experience providing oversight to project management standards and methodologies with specific expertise in Agile delivery.
-
The ability to proactively communicate with federal clients and stakeholders in a fast-paced environment with a shifting landscape.

The ability to work closely with and explain technical concept/solutions to on-technical client stakeholders.
-
Experience managing teams and resources with a background in UX design methods and techniques.

Experience with low-code, no-code platforms such as Salesforce, Appian, and ServiceNow.

Experience with program standards, leadership, and coordination.

Experience with project management tools (e.g., Jira, Confluence, Microsoft Project, SharePoint).

Experience managing multiple scrum teams.

Expert in analyzing complex problems that impact the project and provide innovative solutions and options that include analysis of schedules, costs, and technology or tools.

Expertise with Agile Scrum methodology and SAFe.

Extensive knowledge of IT governance frameworks and business process design & re-engineering to support solution architecture development/management.

Pay Range - There are multiple factors that are considered in determining final pay for a position, including, but not limited to, relevant work experience, skills, certifications and competencies that align to the specified role, geographic location, education and certifications as well as contract provisions regarding labor categories that are specific to the position.
The pay range for this position based on full-time employment is:
$123,765.00 - $210,400.00
