Summary

The Senior Manager, Digital Performance and Monitoring (DPM) is accountable for the organizational and technology roadmap, capital and Operations & Maintenance (O&M) budget execution, vendor management, production operations, and for maintaining all DPM solutions. This role provides the data, processes, tools, and problem-solving support necessary to enable continuous monitoring operations and ensure the high performance of the organization’s systems and infrastructure. The DPM Manager defines and ensures the implementation of Oncor’s enterprise monitoring strategy and oversees performance monitoring within the Network Operations Center (NOC) and across enterprise systems. This individual leads the team responsible for project planning, delivery, troubleshooting, execution, monitoring, root cause analysis, and control activities across DPM domains. This role requires close cross-functional collaboration across all system platforms to deliver a holistic view of system health to partners and stakeholders. The DPM Manager also serves as a trusted advisor on network and performance testing strategies and approaches. Additionally, this position is responsible for identifying innovative DPM initiatives, participating on internal committees, executing project requirements, defining monitoring strategies for new platforms, and driving cost avoidance.

This role will be required to report on-site based out of our Downtown Dallas Office 4 plus days a week. 

Key Roles & Responsibilities

  • With direction from the organization owner, Incident Operations Center (IOC) Tower Director, and Technology Leadership, lead cross-functional teams to assess and anticipate current and future DPM solution requirements.
  • Develop, maintain, and execute a roadmap for DPM solutions, including Identity and Access Management (IAM) systems and supporting resources.
  • Manage a team of experienced network operators, performance engineers, and monitoring engineers.
  • Collaborate with development teams to ensure enterprise-standard monitoring is planned, implemented, and supported, with appropriate training provided to operations teams.
  • Manage the function’s budget and make informed, dynamic investment-prioritization decisions and recommendations.
  • Lead the development and implementation of standard training for teams and end users of monitoring tools.
  • Implement industry standards and development methodologies, including Agile and Development, Security, and Operations (DevSecOps), to increase responsiveness and scalability.
  • Provide direct leadership for performance monitoring solutions across on-premises and cloud-based technologies.
  • Develop strategic monitoring solutions for existing and new infrastructure and application technologies used at Oncor.
  • Deliver end-to-end monitoring solutions that support performance testing in a complex, highly integrated application environment.
  • Provide leadership and support for system maintenance and upgrade activities, including user acceptance testing, quality validation, and deployment of new technologies.
  • Manage the provisioning of monitoring data that supports event correlation, dependency mapping, and root/probable cause analysis for system incidents.
  • Provide data and support for vulnerability management and collaborate with the vulnerability management team to identify and resolve issues.
  • Identify and implement automation initiatives that streamline manual processes within and adjacent to the monitoring function.
  • Maintain accurate, up-to-date documentation and system mappings for Oncor’s monitoring solutions.
  • Track and evaluate the vendor landscape to understand industry best practices and emerging trends and determine how they can be leveraged at Oncor.

Skills

  • Strong knowledge of written and verbal communication, information security, general technology environments, North American Electric Reliability Corporation / Critical Infrastructure Protection (NERC/CIP) requirements, the energy sector, on-premises technologies, telecommunications, and cloud foundations preferred.
  • Extensive experience in business and data analysis, documentation management and creation, and site reliability engineering.
  • Ability to review application user access, security configurations, and monitoring-related data security and provide improvement recommendations.
  • Strong communication skills to effectively collaborate with both technical and non-technical stakeholders.
  • Ability to train, manage, and support team members and direct reports across all aspects of the monitoring strategy.
  • Capability to identify and resolve gaps in business processes, including security and authorization setup, user documentation, data interface design, data migration, and monitoring solutions.
  • Experience maintaining business processes and associated data, dashboards, and designs to support comprehensive enterprise monitoring.
  • Proven ability to serve as a trusted advisor to business stakeholders and enhance outcomes through monitoring and visualization.
  • Demonstrated success delivering monitoring solutions, designing architectures, and advising internal projects of varying size and complexity.
  • Ability to define and implement long-term sourcing strategies, Key Performance Indicators (KPIs), organizational goals, and resource skill plans.
  • Experience creating and maintaining resource capacity models and performance metrics.
  • Ability to learn quickly, adapt to change, and incorporate feedback.
  • Self-motivated problem solver with the ability to work independently and make effective decisions with minimal oversight.
  • Operational ownership and experience with enterprise monitoring, infrastructure and application configuration, reporting solutions, automation tools, and integration technologies such as business-to-business (B2B), Enterprise Service Bus (ESB), Electronic Data Interchange (EDI), and field telecommunications and broadband.

Education & Experience

  • High school diploma, GED, or equivalent is required.
  • 8–10 + years of overall experience, including at least 3 + years in a leadership role within the Network Operations Center (NOC), performance, or monitoring practices is required. Including, but not limited to full stack, on-prem and cloud environments.
  • 3–5 + years of experience successfully leading global delivery teams and managing professional network and performance practitioners is required.
  • Bachelor’s or Master’s Degree in Information Technology, Computer Science, or a related field encouraged to apply.
  • Industry-recognized certifications such as Dynatrace Associate or Professional, Certified Information Security Manager (CISM), Network+, Certified Data Professional (CDP), Cisco Certified Network Professional (CCNP), CompTIA, Information Technology Infrastructure Library (ITIL)) are encouraged to apply.
