We are seeking a highly skilled and versatile Senior Management Analyst / Subject Matter Expert (SME) to support the Transportation Security Administration (TSA) under the Trusted Traveler & Credentialing (TTC) Integrated Program Management Support Services (IPMSS) contract. The person in this role will serve as a subject matter expert and provide comprehensive support to the Fees & Contracts Branch, including the Contract Management Section, Fee Management Section, and any successor or related offices designated by the Government. 

This position is contingent upon award.

This critical role encompasses budget formulation and execution, spend plan requirements, reconciliation and reporting, pre-award and post-award contract activities, program documentation, records management, privacy compliance, and stakeholder coordination, providing leadership with timely insights and helping ensure financial and contractual activities are transparent, compliant, and aligned with TSA and DHS policies

The person in this role will be required to be on-site at the designated office location at least one day per week with respective team as assigned by Government lead and additional days as operationally needed, ensuring adequate support for in-person collaboration, meetings, and critical on-site  activities. Schedule flexibility is required in the event of an actual emergency the Contracting Officer may direct the  contractor to change work hours or locations or institute changes to telework posture. 

Key Responsibilities

  • Support budget formulation and execution, including spend plans, Resource Allocation Plans (RAPs), cost estimates, forecasting models, and budget tracking.
  • Perform daily status of funds, budget execution status, and reconciliation of expenditures, fee collections, obligations, and other financial data.
  • Assist in preparing Life Cycle Cost Estimates (LCCEs), Independent Government Cost Estimates (IGCEs), and financial models for rulemaking or program expansions.
  • Support biennial fee reviews and ensure strict compliance with OMB Circular A-25.
  • Reconcile fees collected under major enrollment programs (e.g., Universal Enrollment Services (UES), FBI-related transactions) to ensure accurate allocation and compliance.
  • Coordinate with the Resource Management Office (RMO) and Chief Financial Officer (CFO) on programming, Congressional Justification (CJ), President’s Budget, and PPB&E processes.
  • Gather acquisition requirements, build Procurement Request (PR) packages, draft Statements of Work (SOW)/Performance Work Statements (PWS), conduct market research, and assist with technical evaluation criteria.
  • Assist with contractor onboarding, invoice review, CPARS input tracking, Quality Assurance Surveillance Plan (QASP) monitoring, and Program Management Reviews (PMRs).
  • Track internal controls, Undelivered Orders (UDOs), contract modifications, deliverables, milestones, and maintain official Contracting Officer’s Representative (COR) files.
  • Oversee and track unique acquisition vehicles, including Inter-Agency Reimbursable Work Agreements (IRWAs).
  • Ensure strict adherence to privacy laws and DHS/TSA privacy policies across identity management initiatives (e.g., TSA PreCheck®, Touchless ID, ICAM).
  • Draft, update, and manage core privacy compliance artifacts, including Privacy Threshold Analyses (PTAs), Privacy Impact Assessments (PIAs), and System of Records Notices (SORNs).
  • Address records retention schedules, System Development Life Cycle (SDLC) privacy reviews, and privacy risk assessments.
  • Manage Controlled Unclassified Information (CUI) and PII/SPII handling requirements, coordinate privacy training, support FOIA processes, and liaise with the Agency Privacy Office.
  • Maintain and update internal SharePoint/iShare sites, records management systems, and purchase card (P-Card) documentation.
  • Ensure federal records management compliance in strict accordance with federal standards and agency directives (e.g., TSA MD 200.7).
  • Develop operational resources, including SOPs, job aids, process maps, templates, briefing materials, and document libraries
  • Conduct data management, statistical analysis, and predictive modeling to deliver daily, weekly, and monthly reports on budget execution, fund status, and vetting population metrics. 
  • Coordinate, draft, and track responses to complex inter-office, inter-agency, congressional, and audit-related tasks.
  • Support customer service initiatives, manage meeting logistics, track operational action items, and build executive-level briefings.

Qualifications

  • Minimum of a Master’s degree from an accredited institution.
  • Minimum of 12 years of progressive, relevant professional experience delivering senior-level subject matter expertise in federal program and project execution.
  • Advanced proficiency in fee compliance and budget/financial management within a federal environment.
  • Proven track record providing comprehensive contract oversight and governance support.
  • Demonstrated experience in operational reporting, reconciliation, and audit support.
  • Strong stakeholder coordination capabilities, with a history of effectively interfacing across inter-office, inter-agency, or executive environments.
  • Exceptional communication skills with extensive experience in the development, review, and editing of high-level program documentation, executive briefings, formal reports, and deliverables.
  • Must be able to successfully pass and maintain TSA Personnel Security suitability determinations.
  • Ability to complete all required annual government training (e.g., TSA On-Line Learning Center modules).

Compensation and Benefits

The estimated compensation range for this position is between $127,149 and $145,099 annually. Actual salary is determined by a variety of factors, including the candidate’s specialized skills, certifications, and years of experience.
