The Opportunity:

CACI is seeking a highly experienced Senior Logistics Planner (Mission Partner Advocates J4). This position serves as the primary logistics planning representative for assigned mission partners and is responsible for integrating strategic, operational, and tactical logistics planning activities across the INDOPACOM Area of Responsibility.

The Senior Logistics Planner serves as the principal logistics advisor supporting mission partner requirements for:

  • SOCPAC
  • 8th TSC
  • PACFLEET
  • PACAF
  • MARFORPAC
  • INDOPACOM Headquarters

The Senior Logistics Planner develops, synchronizes, and executes logistics plans supporting contingency operations, exercises, campaigning activities, crisis response operations, theater distribution, prepositioned stock integration, Joint Theater Distribution Center (JTDC) operations, Reception-Staging-Onward Movement-Integration (RSOI), contested logistics operations, and multi-domain sustainment activities. The planner ensures alignment between mission partner operational objectives and the capabilities provided by the enterprise.

Responsibilities:

Strategic Logistics Planning

  • Develop theater-level logistics support plans supporting INDOPACOM priorities and mission partner campaign objectives.
  • Lead operational logistics planning efforts supporting contingency operations, named operations, exercises, humanitarian assistance missions, and crisis response activities.
  • Integrate logistics planning into Joint Planning Process (JPP), Joint Operational Planning Teams (JOPTs), Operational Planning Teams (OPTs), and Theater Campaign Planning efforts.
  • Develop logistics annexes, concepts of support (CONOPS), deployment plans, sustainment plans, and operational logistics estimates.
  • Coordinate planning efforts with combatant command staffs, service components, interagency organizations, coalition partners, and host nation stakeholders.
  • Assess operational risk and develop logistics mitigation strategies for denied, degraded, intermittent, and limited (DDIL) environments.
  • Serve as the dedicated logistics planning representative supporting assigned mission partners.

Theater Logistics Planning

  • Develop theater distribution network strategies.
  • Coordinate strategic and operational movement requirements.
  • Synchronize air, maritime, and ground transportation planning.
  • Develop Line of Communication (LOC) resiliency plans.
  • Plan alternate routing and sustainment options during contested operations.
  • Integrate fuel, ammunition, medical, maintenance, and supply chain planning efforts.
  • Support development of Theater Distribution Plans and Distribution Synchronization Matrices.

Contested Logistics Operations

  • Develop logistics concepts supporting contested and denied environments.
  • Assess adversary threats affecting logistics networks.
  • Develop alternate basing and sustainment concepts.
  • Coordinate logistics support for dispersed and distributed operations.
  • Plan logistics support for degraded communications environments.
  • Support operational resiliency and logistics survivability initiatives.
  • Develop contingency plans supporting loss of ports, airfields, transportation nodes, or communication infrastructure.

Joint Theater Distribution Center Integration

  • Coordinate logistics planning supporting JTDC activation and operations.
  • Synchronize logistics requirements between JTDCs and supported mission partners.
  • Support throughput analysis and distribution planning.
  • Develop plans for warehouse operations, inventory management, and asset visibility.
  • Coordinate sustainment requirements supporting forward logistics nodes and expeditionary sites.

Exercise and Campaign Support

  • Support major INDOPACOM, SOCPAC, PACFLEET, PACAF, MARFORPAC, and USARPAC exercises.
  • Participate in planning conferences, mission analysis events, and rehearsals.
  • Develop logistics injects and sustainment scenarios.
  • Support wargaming, experimentation, and operational assessments.
  • Evaluate logistics performance and identify operational improvements.

Qualifications:
Required: 

  • Active TS clearance with SCI eligibility
  • Bachelor’s degree in Logistics, Supply Chain Management, Transportation, Business Administration, Engineering, Military Science, Operations Research, or a related field.
  • Relevant military or government logistics experience may be substituted for education requirements.
  • Minimum of 12 years of experience in logistics, sustainment, transportation, deployment, distribution, supply chain management, or operational planning.
  • Minimum of 5 years supporting Joint, Combatant Command, Service Component, Special Operations, or Theater-level organizations.
  • Experience developing logistics support plans, sustainment concepts, contingency plans, and operational logistics assessments.
  • Experience supporting deployment, distribution, transportation, RSOI, theater opening, or sustainment operations.
  • Experience coordinating with military, government, coalition, partner nation, and commercial stakeholders.
  • Experience supporting operations within austere, expeditionary, contested, or geographically dispersed environments.
  • Demonstrated ability to brief senior leaders and synchronize logistics planning across multiple organizations.

Desired:

  • Master's degree in Logistics, Supply Chain Management, Transportation Management, Business Administration, Operations Research, National Security Studies, International Relations, Military Science, Engineering, or a related discipline.
  • Prior experience supporting Special Operations Command Pacific (SOCPAC), U.S. Special Operations Command (USSOCOM), U.S. Indo-Pacific Command (INDOPACOM), U.S. Army Pacific (USARPAC), 8th Theater Sustainment Command (8th TSC), Pacific Fleet (PACFLT), Pacific Air Forces (PACAF), Marine Forces Pacific (MARFORPAC), Joint Staff, or Geographic Combatant Command operations.
  • Demonstrated experience serving as a theater-level planner supporting operational planning teams (OPTs), Joint Operational Planning Teams (JOPTs), campaign planning teams, or crisis action planning efforts.
  • Experience developing logistics estimates, sustainment annexes, concepts of support (CONOPS), operational plans (OPLANs), contingency plans (CONPLANs), deployment orders, and theater sustainment strategies.
  • Experience supporting Joint Theater Distribution Centers (JTDCs), theater opening operations, strategic mobility operations, or large-scale deployment and distribution activities.
  • Demonstrated knowledge of Reception, Staging, Onward Movement, and Integration (RSOI) operations supporting Joint, Combined, and Coalition force deployments.
  • Experience supporting contested logistics operations within Anti-Access/Area Denial (A2/AD), denied, degraded, intermittent, and limited (DDIL), or other high-threat operational environments.
  • Experience developing logistics resiliency plans, alternate basing concepts, distribution network redundancy plans, and operational sustainment solutions for disrupted supply chains.
  • Experience supporting logistics operations throughout the Indo-Pacific region, including the First Island Chain, Second Island Chain, Oceania, Southeast Asia, Northeast Asia, and Pacific Island partner nations.
  • Experience integrating commercial logistics capabilities, contracted transportation networks, offshore support vessels, commercial aviation services, or commercial supply chain solutions into military operations.
  • Experience supporting Access, Basing, and Overflight (ABO) planning, foreign clearance requirements, host nation support agreements, Status of Forces Agreements (SOFAs), and international logistics coordination.
  • Experience supporting Army Prepositioned Stocks (APS), Maritime Prepositioning Force (MPF), Special Operations Forces prepositioned equipment, or forward-positioned sustainment networks.

There are a host of factors that can influence final salary including, but not limited to, geographic location, Federal Government contract labor categories and contract wage rates, relevant prior work experience, specific skills and competencies, education, and certifications. The proposed salary range for this position is:

$90,200 - $198,600
