Description of Work

The Senior IT Project Portfolio Manager (Green Portfolio) leads and oversees information technology programs and projects, ensuring they are delivered on schedule, within budget, and to required quality standards. The role evaluates DHHS division business needs, aligns them with supporting IT portfolios, and guides the submission and approval of business requirements. Responsibilities also include strategic planning, project prioritization, forecasting, resource allocation, and budgeting for the assigned line of business.
Reporting to the Director of IT Implementation and Operations, this position ensures compliance with project management best practices, DHHS and State EPMO processes, and State Technical Architecture standards. The role provides consultation to project teams, sponsors, and stakeholders, and may supervise IT staff to ensure project objectives and technical requirements are met.
Key responsibilities include directing project and program managers, monitoring project performance, participating in project team meetings, developing federally required and procurement documents, facilitating vendor evaluations and selection, and communicating project status to DHHS business and IT leadership.
Primary responsibilities include:
- Support the development of strategic portfolio investment and objectives
- Deliver projects, programs, IT roadmaps, and operational initiatives on time and within budget in collaboration with senior leadership and technical stakeholders
- Directly manage a staff of project managers and Agile contributors
-Drive efficiencies through Agile practices, product-centric mindset, use of AI technologies, and adoption of cloud-native solutions
- Manage cost, scope, risk, and dependencies across a large portfolio of technical services and benefit programs

Knowledge Skills and Abilities/Management Preferences

Salary Grade Range: $121,140.00 – $211,997.00

Recruitment Range: $143,000.00 – $166,569.00

  • Proven expertise in managing complex technical applications and / or infrastructure projects characterized by elevated risk, sizable budgets, advanced technologies, and / or cloud-based approaches.

  • Skilled in managing direct reports and in utilizing necessary resources to successfully deliver initiatives within agreed parameters for cost, timelines, quality, and outcomes.

  • Demonstrated proficiency in managing projects and/or programs utilizing project management methodologies described in PMP, SAFe, or other Agile frameworks

  • Demonstrated ability to communicate progress through presentations, dashboards, briefings, and reports tailored for executive leadership.
