Description of Work
The purpose of this position is to function as a Procurement Specialist for DEQ.This position will be responsible for handling IT and Non-IT acquisitions of goods, services, and grant agreements within DEQ. This position has the responsibility to create and review, purchasing requests and contracts that ensure compliance with applicable N.C. General Statutes, N.C. Administrative Code, and Department purchasing policies and procedures. This will include the preparation and processing of Requests for Proposals, Requests for Quotes, Invitation for Bids, Contracts, Agreements, Grants, and Amendments.
Key Responsibilities:
Creation of both IT and Non-IT Solicitation Documents, Grant Agreements, Amendments, and Contract Agreements.
Management of request workflows in North Carolina procurement systems.
Customer Service and Communications.
Facilitation and Training.
Record Management and Retention.
Knowledge Skills and Abilities/Management Preferences
Recruitment Range: $47,703.00 - $81,918.00

Minimum Education and Experience

Bachelor’s degree from an appropriately accredited institution and two years of procurement experience; or equivalent combination of education and experience.
N.C.G.S. § 143-49 states that “certification in the contract management training program is mandatory for all State employees who are responsible for awarding contracts or monitoring contract compliance. Completion of North Carolina Contract Management Certification Program within one year of hire into position.

Skills Required
