The Work

At ICF our Digital Modernization Division is an information technology and management consulting organization that delivers integrated, strategic solutions to federal clients. We bring expertise in cloud, cybersecurity, enterprise architecture, data modernization, and digital transformation to support mission-critical government programs.

Join a team accelerating the modernization of a large federal agency's enterprise data and analytics ecosystem. This cloud-based platform provides data storage, analytics, governance, and AI/ML capabilities that enable thousands of users to transform data into actionable insights. As demand continues to grow, the team is focused on migrating legacy workloads, streamlining onboarding and support, expanding platform capabilities, and helping organizations across the enterprise adopt modern data and AI solutions at scale.

We are seeking a Senior FinOps Analyst to provide specialized cloud financial management expertise supporting the Summit program. This role will help make cloud cost, utilization, and performance transparent and actionable across platform, data, AI/ML, and customer-facing workstreams.

The Senior FinOps Analyst will develop dashboards, forecasts, trend analyses, and optimization recommendations that help technical and product teams understand how cloud architecture and workload decisions affect cost. The role will partner closely with Product Operations, engineering, data, and technical leads to identify opportunities to improve efficiency while balancing cost, utilization, and performance.

Job Location: Remote, however, strong preference for candidates who live in the Washington DC Metro Area. There will be occasional onsite meetings on the client site in Washington, DC.

What You Will Do:

  • Develop and maintain FinOps dashboards and executive reporting that provide visibility into cloud spend, utilization, trends, and performance.
  • Analyze cloud consumption and identify cost optimization, rightsizing, and efficiency opportunities.
  • Develop cloud cost forecasts and analyze actual spend against projected usage and demand.
  • Evaluate cost-performance tradeoffs associated with architecture, platform, data, and AI/ML decisions.
  • Analyze Azure and Databricks consumption and cost patterns to identify trends, anomalies, and optimization opportunities.
  • Partner with Product Operations and technical leads to make the cost impact of planned work visible before priorities and investments are committed.
  • Track and document cost savings, efficiency improvements, and optimization results following implementation.
  • Translate complex cloud cost and utilization data into clear, actionable recommendations for technical teams and leadership.
  • Establish metrics and reporting that improve accountability and visibility around cloud consumption.
  • Support ongoing FinOps practices surrounding cost allocation, forecasting, optimization, and cloud financial governance.
  • Identify unusual spending or utilization patterns and work with technical teams to understand root causes and potential corrective actions.

Preferred Qualifications

  • Experience with FinOps, cloud financial management, forecasting, and cost optimization in Azure environments.
  • Experience analyzing and optimizing Databricks compute, workload utilization, and cost-performance.
  • Experience supporting enterprise data platforms, analytics, and AI/ML workloads in cloud environments.
  • Experience developing FinOps dashboards, cost/utilization trends, and executive reporting using Power BI or similar tools.
  • Ability to translate cloud consumption and technical usage into rightsizing, optimization, and cost-performance recommendations for technical and business stakeholders.
  • Familiarity with Azure cost management, monitoring, tagging, budgeting, and cloud governance practices.

  • Highly effective analytical, problem-solving, and decision-making capabilities.
  • Excellent written and verbal communication skills, with the ability to work effectively across technical and non-technical audiences.
