The team consists of two functional groups: three Senior Database Report Writers and a Testing Team. The team partners extensively with the PGBA Finance Team, providing reporting, testing, and operational support to ensure business needs are met.

SCA Benefit Requirements:

BlueCross BlueShield of South Carolina and its subsidiary companies have contracts with the federal government subject to the Service Contract Act (SCA). Under the McNamara-O'Hara Service Contract Act (SCA), employees cannot opt out of health benefits. Employees will receive supplemental pay until they are enrolled in health benefits 28 days after the hire date. 


Position Purpose:

Responsible for creating database reports based on the needs of end users. Retrieves and manipulates data using various data manipulation and extraction techniques. Analyzes current reporting methodologies.


What You'll Do:

  • Creates reports in accordance with user information and specifications. Maintains/revises programming logic for existing routine reports as necessary to report timely and accurate data.
  • Analyzes current reporting methodologies. Creates and maintains computer and web-based systems for data retrieval.
  • Generates routine internal and external reports on a daily, monthly, quarterly, and annual basis.
  • Interviews customers to obtain criteria for requested data. Adds and updates programming logic in accordance to customer specifications and requirements.
  • Assists with system testing and provides technical support.
  • Assists with departmental training issues. Participates on project teams to develop, maintain, and implement new processes, applications, policies, and forms.

Required Education:

  • Associate's degree

Degree Equivalency:

  • 2 years of job-related work experience for a total of 5 years of required work experience (see "required work experience")

Required Work Experience:


  • 3 years experience working with database, mainframe, or spreadsheet applications. 3 years experience with Easytrieve, DB2, SQL, or similar programs. (may be concurrent)

Required Skills and Abilities:

  • Strong computer experience with solid background using spreadsheet and database applications.
  • Attention to detail.
  • Good organizational, analytical, customer service, and communication skills.
  • Knowledge of mathematical or statistical concepts.
  • Ability to comprehend the differences among dataset types.

Required Software and Tools:

  • Microsoft Office
