Position Summary

Provides cyber-focused capability-development and decision-support expertise for future Army cyber operations, cyber force design, Counter-C2, and information modernization. The position supports development, synchronization, review, and staffing of cyber requirements, concepts, policy, campaign objectives, and force-generation initiatives while coordinating closely with Cyber/EW FCD, ARCYBER, HQDA, Joint, and FCC stakeholders.

Primary Duties and Responsibilities
  • Assess cyber capability gaps, operational requirements, force-design needs, concepts, and modernization initiatives, with emphasis on cyber activities separate from—but coordinated with—electronic warfare.
  • Support Army cyber force-generation and organizational design efforts, including offensive and defensive cyber operations, DoDIN operations, cyber protection, and future cyber formations.
  • Participate in Cyber Council of Colonels, HQDA DAMO-SOC/DAMO-SOI forums, Joint/DoD cyber communities of practice, Cyber/EW capability-development synchronization meetings, and related OPTs and working groups.
  • Review, edit, and staff cyber and information-modernization requirements, implementation plans, EXORDs, campaign-objective products, concept products, annexes, and decision-support briefings.
  • Identify policy, resourcing, acquisition, training, organization, and interoperability implications; provide concise recommendations and critical-concur/non-concur analysis when required.
  • Coordinate across FCC/FID divisions, Cyber Center of Excellence, ARCYBER, HQDA G-3/5/7, ASA(ALT), PAEs, and Joint stakeholders to ensure requirements and modernization efforts remain synchronized.
  • Monitor emerging cyber threats, technologies, software acquisition pathways, experimentation results, and operational lessons and translate them into capability-development recommendations.
Minimum Qualifications
  • 8+ years of relevant cyber operations, cyber planning, capability development, requirements, information modernization, or defense-industry experience.
  • Demonstrated knowledge of Army/Joint cyber organizations, missions, doctrine, force structure, and capability-development processes.
  • Experience developing or reviewing cyber concepts, requirements, policy, EXORDs, campaign plans, or force-generation products.
  • Strong analytical writing and ability to coordinate sensitive, cross-organizational issues at O-6/GO/SES level.
Preferred Qualifications
  • Former Cyber, Signal, Intelligence, Information Operations, or comparable functional background.
  • Current TS/SCI and familiarity with JWICS tasking and coordination.
  • Knowledge of ARCYBER, USCYBERCOM, Cyber CoE, software acquisition pathways, and Army Information Forces modernization.
Expected Work Products

Decision-support briefings; analyses and assessments; meeting notes and executive summaries; staffing comments and comment-resolution inputs; plans, trackers, status updates, and recurring CDRL/monthly-report contributions appropriate to the assigned PWS task.

Exercises sound independent judgment; meets short suspense requirements; collaborates effectively across Army, Joint, civilian, contractor, and multinational organizations; protects sensitive and classified information; and produces accurate, timely, and staff-ready products requiring minimal government revision.
