We have an opening for a Senior Contracts Administrator supporting our growing and dynamic Environment & Planning (E&P) division with room for growth. Our E&P division solves clients’ environmental challenges. Our projects cross sectors, geographies, ecosystems, and cultures. The ideal candidate will have a great attitude, a keen eye for detail, be flexible, and willing to think “outside the box” in a fast-paced environment.

This position will either be remote in the 48 contiguous United States, or hybrid at our headquarters in Reston, VA.

What you will do: 

  • Provide contracts support for proposals and active contracts with state and local, commercial and federal clients.
  • Review solicitations and contractual documents and assist in the development of proposal responses ensuring consistency with corporate policy, pertinent regulations, and customer requirements.
  • Lead the development, writing and management of business/price proposal volumes to address requirements, and mitigate risk consistent with sound business practices, company policies, and government regulations. Maintain all required contractual and price/business volume documentation.
  • Identify to stakeholders contractual and/or RFP terms that pose risk to the company and resolve/implement risk mitigation strategies. Review and redline complex contractual agreement. Negotiate contractual terms with clients, focusing on mitigation of ICF’s risk.
  • Provide guidance and oversight, and work with client representatives to resolve operational and contractual issues that may arise during the performance of the contract, with a focus on mitigating ICF’s risk while meeting the customer’s needs.
  • Review and negotiate non-disclosure agreements, teaming agreements, and subcontract agreements (when ICF is subcontractor).
  • Support data calls, maintain compliance with SOX and other governmental requirements, as well as client audit requirements on an ongoing basis.
  • Proactively assess critical contract obligations and contract provisions, to include gaps and risks. Advise on contract revisions to better meet the needs of the Client and ICF.
  • Handle multiple priority tasks and proposals effectively.
  • Develop effective positive working relationships with both internal and external customers; participate in customer meetings as required.
  • Identify, mitigate, and address issues requiring management review.

What you will need: 

  • 5+ years of experience in contracts administration, with experience supporting State and Local, commercial and federal contracts.
  • 5+ years of experience working with relevant laws, regulations, terms, conditions and policies governing assigned contracts, related federal and state legislation and regulations, and the Uniform Commercial Code

Pay Range - There are multiple factors that are considered in determining final pay for a position, including, but not limited to, relevant work experience, skills, certifications and competencies that align to the specified role, geographic location, education and certifications as well as contract provisions regarding labor categories that are specific to the position.

The pay range for this position based on full-time employment is:

$69,862.00 - $118,765.00
