About the Agency:
The Department of Housing Preservation and Development (HPD) oversees housing standards across all 3.7 million homes in New York City. Your Team:
Within HPD’s Office of Legal Affairs (OLA), the Procurement Services Division (PSD) is a client-focused team that advises and guides agency leaders, managers, and contracting staff on their procurement needs in support of the agency’s mission to comply with all applicable rules, laws, regulations, policies, and all related requirements such as the New York City (City) Procurement Policy Board (PPB) Rules. PSD also registers contracts and contracts actions, manages procurement systems, and handles a number of other procurement-related responsibilities.
Your Impact:
As a Senior Contract Manager, you will join a team of procurement professionals who will work closely with community-based organizations tasked with advancing HPD’s Discretionary program objectives. The Senior Contract Manager shall act as the HPD liaison with community partners in the coordination, planning and completion of procurement activities from Council award to registration.
Your Role:
The Senior Contract Manager is responsible for managing procurement timelines, contract compliance, document management, coordinating vendor meetings, handling vendor submissions, and working with vendors to ensure contracts are executed efficiently, transparently, and in compliance with City and Council requirements.
Your Responsibilities:
The responsibilities of the position include but are not limited to:
- Manage and coordinate all contract-related processes across the life cycle of the contracts within the Discretionary portfolio, from inception to contract registration.
- Identify contracting issues and develop effective solutions, coordinating with Legal, ACCO, and Budget personnel to resolve matters promptly.
- Ensure compliance with local laws, the New York City Charter, the Procurement Policy Board Rules, and oversight agencies.
- Establish and maintain strong, positive relationships with community partners to support and provide guidance throughout the contract life cycle.
- Maintain a shared tracker reflecting real-time contract status and provide regular updates to leadership, stakeholders, and cross-functional teams.
- Forecast workloads and streamline processes.
- Support training efforts by assisting in the design, development, and delivery of training materials to staff and stakeholders on contracting processes and procedures.
- Lead and undertake special projects as needed.
Preferred skills
Significant preference for candidates with at least three (3) years’ experience in and knowledge of New York City procurement pursuant to the Procurement Policy Board Rules, as well as the contract registration process.
- Excellent written and verbal communications skills
- Ability to work productively and collaboratively as part of a team.
- Proficiency in FMS, PASSPort, and such PC software as Microsoft Word, Microsoft Excel, and Outlook.
- Familiarity with the City’s contracting rules and statues, the Procurement Policy Board Rules, as well as government regulatory compliance requirements.
- Excellent analytical, interpersonal, and communication skills.
- Strong planning and organizational skills with the ability to manage multiple activities concurrently.
- Must be serving as a permanent or reachable on a civil service list for Associate Staff Analyst, Procurement Analyst, or Administrative Procurement Analyst

Qualifications

1. A baccalaureate degree from an accredited college and four years of full-time satisfactory professional experience in purchasing, procurement, contract administration or a related field, at least eighteen months of which must have been in an administrative, managerial or executive capacity or supervising professional personnel performing duties in one or more of the above fields; or

2. A combination of education and/or experience equivalent to "1" above. However, all candidates must have the eighteen months of administrative, managerial, executive or supervisory experience described in "1" above.

Possession of an acceptable professional procurement certification may be substituted for up to one year of the experience described in "1" above. However, all candidates must have the eighteen months of administrative, managerial, executive or supervisory experience described in""1" above.
