SENIOR CD/TOC ANALYST

Location: Arlington, Virginia | Type: Full-Time | Clearance: TS/SCI (CI Polygraph may be required)

Overview

DarkStar Intelligence is seeking a senior Counterdrug (CD) / Transnational Organized Crime (TOC) analyst to support the National Targeting Center (NTC). In this role, you will execute entity-level, all-source, all-domain network analysis to expose illicit flows and high-impact vulnerabilities and produce actionable targeting deliverables that enable interagency disruption operations. The position is on-site in a SCIF; U.S. citizenship is required.

Key Responsibilities
  • Conduct entity-centric all-source analysis on CD/TOC/DTO networks; reveal patterns, pathways, and critical nodes to drive disruption.
  • Provide target development and network analysis support to DoD, Law Enforcement (LE), and interagency partners; surface previously unknown connections.
  • Employ advanced analytic workflows that fuse IC and LE communications/financial records (including cryptocurrency), PAI/OSINT, CAI, corporate/supply-chain, and dark-web data.
  • Represent NTC in working groups and briefings; facilitate interagency information sharing and collaboration.
  • Develop network targeting plans; exploit bulk data; identify gaps; produce actionable deliverables (e.g., target packages, network/comms charts, lead cables).
  • Use state-of-the-art tools for enrichment, communications/financial analysis, large-scale data manipulation, link/nodal analysis, and visualization.
Minimum Qualifications
  • Active TS/SCI security clearance (CI-scope polygraph may be required); U.S. citizenship.
  • Bachelor’s degree in a relevant field and 12+ years of specialized experience (with a portion in the last 2 years), or prior-military equivalent totaling 17+ years.
  • Proven experience supporting CN/CTF/TOC missions and interagency operations.
  • Proficiency with OSINT tools; entity-level network analysis; and counter-threat finance methodologies (e.g., SAR/BSA exploitation).
  • Hands-on familiarity with JWICS-level geospatial/communications tools; report aggregators (e.g., TAC, RMT, NGT/Horizon); and visualization tools (e.g., Google Earth, Analyst Notebook, Target Cop).
  • Ability to exploit financial, blockchain, and corporate data; strong tradecraft, RFI management, and interagency data-sharing acumen; working knowledge of DoD IO policy.
Desired Qualifications
  • Experience embedded with DEA, HSI, FBI, and/or Treasury/OFAC.
  • Cryptocurrency / illicit-finance analysis experience.
  • Regional depth (e.g., Western Hemisphere) or functional specialization (TBML, corruption, illicit procurement, precursor chemicals).
