Description
The Senior Business Consultant leads change management strategies and performance measurement efforts, driving stakeholder engagement and program effectiveness. This role also supports business and project management activities aligned with DHS and national priorities.
Key Responsibilities:
- Lead selection and application of change-management strategies and communication methods
- Design and implement comprehensive change-management communication programs to secure and maintain stakeholder engagement
- Develop performance metrics, dashboards, and monitoring tools to track progress and evaluate effectiveness
- Assess program performance and establish evaluation criteria and methods
- Conduct business case analyses and recommend performance measures using cost-estimating models
- Plan and execute Integrated Baseline Reviews (IBRs) and prepare associated reports
- Initiate and manage performance management programs to improve organizational performance
- Develop and optimize database models and tools, including Microsoft Access applications
- Identify risks and recommend mitigation strategies
- Support business and project management activities and strategic plan alignment
Requirements
- Education and Clearance:
- Bachelor’s degree in Engineering, Business, or related field plus PMP/DHS mid-level PM or Six Sigma Master Black Belt (or equivalent)
- 7 years relevant experience, or 5 years with a Master’s degree or higher
- Full-time position
- Designated as Key Personnel
- Skills and Abilities:
- Proficiency in Microsoft Windows, Office Suite, Project, Access, Python, Office365, and SharePoint
- Experience with program/project management, meeting facilitation, strategic communications, and organizational change management
- Experience supporting government agencies in national security, homeland security, or law enforcement missions
- Fluent in English (read, write, speak, understand)
Skills Required
- Bachelor's degree in Engineering, Business, or related field

- 7 years relevant experience (or 5 years with a Master's degree or higher)
