What You’ll Do
• Lead requirements elicitation with government stakeholders — workshops, interviews and working sessions — and turn business needs into structured, unambiguous requirements.
• Map as-is processes and design to-be service journeys using BPMN 2.0 and swimlanes, surfacing dependencies, hand-offs, SLAs and edge cases.
• Produce high-quality Business Requirements Documents (BRDs), business rules, functional specifications and wireframes.
• Write clean, decomposed user stories and Product Backlog Items with testable acceptance criteria, and manage them through Azure DevOps.
• Own requirements traceability from business objective through to delivered functionality and sign-off.
• Resolve conflicting requirements between departments — facilitate the decision, document it, and keep the programme moving.
• Capture non-functional requirements properly: security, data privacy, audit trail, performance and role-based access.
• Work day to day with developers, QA, UX and the project manager; support UAT and obtain formal client sign-off.
• Use AI tooling to accelerate analysis and documentation — with sound judgment on validation and the handling of sensitive government data.
Requirements
Essential
• Experience: 6+ years of hands-on business analysis on software delivery projects — genuine requirements work, not ERP configuration, pre-sales, QA or project coordination under a BA title.
• Government delivery: Proven experience on government or public-sector digital services in the UAE or wider GCC, with real exposure to government stakeholders and regulatory requirements.
• Documentation: Demonstrable strength in BRDs, business rules, functional specifications, user stories and acceptance criteria that development and QA teams can build and test from directly.
• Process modelling: Confident with BPMN 2.0, as-is / to-be mapping and swimlanes (Visio, Draw.io, Camunda or similar).
• Agile delivery: Comfortable owning a backlog and working in sprints, with Azure DevOps or Jira.
• Stakeholder skills: Able to facilitate workshops, handle conflict constructively, and communicate clearly with non-technical government stakeholders.
• Languages: Fluent Arabic and English, written and spoken — both are used daily on this program.
• Location: Currently based in the UAE with valid residency, and able to work on-site in Ajman.
• Availability: Able to join at short notice.
