JOB OBJECTIVE
Bid Manager must work as a team member within the dedicated Bid Team producing high quality proposals in support of increasing revenue, market share and client base. She/He assures that bid process complies with Thales Group procedures and policies. She/He is responsible to manage end-to-end bid process and to deliver a complete bid and in time, coordinating bid related activities within the team assigned to the bid and inter-departmental departmental interfaces involving engineering, procurement, delivery, legal and finance.
ROLES & RESPONSIBILITIES
Key Tasks:
- Leading and managing the defence & civil bids activities in Qatar in collaboration with the different Business Lines and local Partners by analysing tender requests, creating and managing the bid planning, coordinating all bid activities, managing needed and allocated bid resources, consolidating the project cost estimates and planning of various offer reviews and approvals
- Contribute to the win strategy for each opportunity and implement this strategy in our tender responses
- In-time creation and delivery of winning commercial and technical tender response, following the Thales’ processes and governance
- Assure completeness and consistency of all baseline documentation for the future contract
- Contribute to contract negotiations with the customer and making sure the transition to the project phase (for delivering the contract) runs smoothly
- Initiate and contribute to continuous improvements within Thales’ ‘Manage Bid’ process
- Support the Head of Operations in the development of Industrial, Technical and Services Centres of Excellence in accordance with the Country strategy
- Support the Head of Bids in the development of the Bid department in accordance with the Bid discipline roadmap
WORK EXPERIENCE REQUIREMENTS
- Proven experience managing large, complex bids at a minimum value of 50M€
- Demonstrated track record of delivering successful bids in the field of defence, civil Infrastructure or heavy engineering industries (aerospace, air surveillance, security, telecommunication, cyber & digital...), as well as full business lifecycle management, including capture, qualification and developing capture plans and winning strategies.
- Ability to successfully manage a bid core team within and outside Thales Organisation (Consortium, JVs...) and to drive solutions to successful conclusion. In addition to this, negotiation skills with the ability to deal with customers, partners, suppliers and other parts of the business (stakeholder management skills).
- Comprehensive understanding of generic processes and techniques used to schedule bid management activities.
- Exposure to producing offers in a highly regulated industry.
- Working experience within multidisciplinary, multinational teams including functions of PMO, Estimating, Engineering, Finance, Legal, HSE & Quality and Commercial Management.
QUALIFICATION, CERTIFICATION & EDUCATIONAL REQUIREMENTS
- Engineering and / or Technical Management diploma with strong industrial background
- Fluent English as a must, knowledge of French and Arabic is a plus
- Proficiency with computer applications MS Office & MS Project
PREFERRED SKILLS
- Competence in preparation of proposals through the whole bid lifecycle from bid evaluation to award.
- Excellent communication skills – written, verbal and presentation.
- Extensive experience with matrix management and influencing through indirect leadership
- Ability to work under pressure.
- Strong assertiveness in bid content compliance with requirements, risks assessment and workshare among stakeholders
- Strong commercial awareness.
- Excellent presentation and analytical skills.
- A team player getting along well with people of different nationalities and backgrounds.
