Bryce Space and Technology is looking for an experienced IDIQ program manager to support our US Space Force, Space Systems Command (SSC) customer. 


Customer Background Information: Space Domain Awareness & Combat Power is the Space Systems Command Program Executive Office (PEO) focused on delivering cyber, ground- and space-based systems that rapidly detect, warn, characterize, attribute, and predict threats to national, allied, and commercial space systems, while also providing National Security deterrence capabilities countering those identified threats to prevail in a space conflict. 


SSC/SZ-BC provides highly classified Space Domain Awareness (SDA) systems, Defensive and Offensive Space Control (DSC/OSC) capabilities, and space test range assets to meet current and projected Department of Defense (DoD) operational requirements. SSC/SZ-BC develops, integrates, tests, deploys, sustains, and supports operations for systems that meet strategic and tactical operational needs. SSC provides unrivaled space systems to ensure survival for both the United States Space Force and our nation. These systems span the entire acquisition life cycle. This contract will support multiple SSC/SZ-BC programs, as well as various other Space Force, Air Force, and mission partner programs. 


The effort will support the development, advancement, and sustainment of weapon systems for Space Systems Command (SSC) Space Domain Awareness and Combat Power (SDACP) (SSC/SZ), Battle Management, Command, Control, and Communications (BMC3) (SSC/BC), and their mission partners. This mission area requires personnel with experience and an in-depth understanding of the environments that include ground, near-space, space, and any system that operates in those environments.


Minimum Knowledge and Experience:

- Expertise in small, agile acquisitions with insight into lessons learned from large acquisitions 

- Understand working with contractual efforts designed to address fulfilling near-term requirements 

- History of working with space and/or software related acquisitions 

- Knowledge in drafting and staffing broad-spectrum program planning and execution documentation for milestone activities, command and acquisition chain updates and approvals, contract planning and execution, and financial planning and execution 

- Expertise in preparing budgets through the PPBE cycle and managing finances to meet obligations and expenditure goals 

- Development in working with higher headquarters on requirements for refinement and other mission-oriented objectives 

- Understand higher headquarters processes and develop strategic-level documents to craft successful messaging of programmatic efforts 

- Understand acquisition processes and apply them for successful program management 

- Knowledge in DoD acquisition and financial systems 

- Knowledge in various DoD contract strategies and vehicles, and understand their applications to meet rapid acquisition timelines 

- Expertise in developing and executing acquisition strategy plans 

- Expertise in developing and managing programmatic schedules (Integrated Master Schedules) 

- Expertise in developing acquisition documentation to meet higher-level requirements 

- Expertise in acquisition and programmatic risk management 

- Expertise working in a classified acquisition program and understand associated nuances with security, IT, manpower, etc. 


Description of work:

1. Provide space acquisitions, engineering, operations, and technical advice and assistance for all projects and programs, as required, to support any stage of the acquisition life cycle. Support program acquisition efforts for advanced technology, future concept development, and integration activities. Advise and assist the Government on cost, schedule, and performance matters. 

2. Revise or provide draft JCIDS and acquisition documentation to the applicable Government program manager and support the presentation of products to internal and external customers. Documentation shall include but is not limited to, Initial Capability Documents, Interface Control Documents, Capability Development/Production/Requirements Documents, Milestone documentation, Acquisition Strategies, Analysis of Alternatives, Concept of Operations, Memorandums of Agreement/Understanding, Technical/Systems Requirement Documents, Defense Acquisition Board documentation, Technical Evaluations, System Specifications, enabling concepts, training material, briefings, white papers, reports, and analysis results). Work shall be developed using the latest applicable Government guidance (e.g., MIL-STD). 

3. Provide a draft SME-level technical and/or programmatic status report of any individual program or of the portfolio, in coordination with the Government program manager, upon request by the Government. 

4. Identify areas of improvement, including acquisition process improvements. Provide actionable, feasible recommendations and execute tasks for reducing risk where appropriate. These recommendations may include technical, organizational, or programmatic changes where appropriate. Assist in building and maintaining a Government risk program, including risk identification, process definition, and detailed technical risk mitigation plans, as required by the Government. 

5. Support the Government program manager on commitments, obligations, and expenditures of funds and perform earned value management and schedule analysis in support of program office defense contracts. Understand how classified funding is distributed and shall provide PPBE support, to include congressional reporting, fiscal year planning, continuing resolution management, unfunded requirement development and submittal, end-of-year funding actions, and Program Objective Memorandum (POM) development. Provide subject matter expertise in support of Integrated Baseline Reviews/Business Financial Reviews to provide insight into program defense contractor cost and schedule performance issues utilizing Government accepted best practices and guidelines. 

6. Assist the Government with reviewing and analyzing packages delivered in support of DoD programs. These items include, but are not limited to Program Contractor Status Reports, Contract Performance Reports, Integrated Master Schedules, Integrated Program Management Reports, Contract Funds Status Reports, Work Breakdown Structures, and other applicable technical data packages for compliance with Program Contractor contractual requirements to include but not limited to Data Item Descriptions and the CDRL’s. Analyze, reconcile, identify discrepancies, recommend corrective action, track findings, and advise the government on resolution. Participate in DCMA surveillance reviews and provide evaluations of surveillance reports and assessments performed by the Agency on Program Contractors’ earned value management and/or alternate management system, processes and procedures, and performance. Perform IMS reconciliation to ensure activities are traceable to IMP events. 

7. Maintain awareness of current program schedule, monitor acquisition implementation, report requirement shortfalls, and provide a program assessment based on the identified risks. Combine and correlate program execution data with the program baselines to accurately maintain and update acquisition reports. 

8. Advise the Government program manager on technical engagements, to include but not limited to, technical interchange meetings, design reviews, program conferences, video teleconferences, telecons, working groups, and informational meetings. Maintain a broad awareness and understanding of all programs and technology development efforts in execution across the applicable portfolio, as required. Assist integrated product teams and working groups and establish customer and Contractor interfaces. 

9. Assist the Government to execute source selections subject to FAR 9.505-4. Source selection assistance activities shall include, but are not limited to, coordinating functional meeting requests, developing source selection documentation (e.g. source selection plan, acquisition strategy, non-disclosure agreements, etc.), and reviewing and drafting proposal evaluations, to the extent that such activities are not inherently governmental. 

10 Assist with management of the portfolio by providing information, advice, and recommendations for the effective alignment of portfolio acquisitions, manpower, and funding. Advise and assist program managers to identify and minimize the likelihood of interface and integration problems. Coordinate and resolve issues and facilitate team communications. Tasks shall include coordinating resolution of program issues and facilitating effective integration of requirements and efforts with other acquisition and sustainment activities. This may include internal system interface issues, as well as external interface issues with multiple Government or mission partner organizations. 

11. Maintain, update, and analyze the acquisition forecast to ensure current and consistent content and identify any disconnects or deficiencies. The acquisition forecast is a projection of current and future contract efforts, milestones, and key decision points. 

12. Incorporate inputs from the force design, operational imperatives, combatant command integrated priority lists, and future force shaping products to deliver recommendations that enhance Government planning and capability. 

13. advise and assist leadership in support of high visibility engagements, commitments, and taskers, to include at the congressional level. Draft, review, coordinate, and process program acquisition information suitable for public release to industry, media, trade publications, and other program stakeholders.

Educational Requirements: MA/MS

Experience Requirements:

  • Over 10 years of relative experience. 
  • Experience utilizing the MS Office Suite of Tools

Must have TS/SCI and have current SCI access.

Position is contingent on BryceTech winning a prime bid on the USSF SSC HEMISPHERE contract and subsequent TOs.
