Senior Acquisition Logistics Analyst – Foreign Military Sales (FMS)
Location: Lexington Park, MD
Clearance: Active DoD Secret (or Interim Secret) required
About the Role
ITC Defense is looking for an experienced Senior Acquisition Logistics Analyst to work directly with a government Program Manager on all aspects of acquisition logistics for aircraft, airborne weapons, and support equipment (SE) programs. You’ll help keep programs on track by developing and recommending strategies, turning data from many sources into clear analysis, and giving leadership what they need for key reviews and decisions.
This is a high-visibility role for a self-starter who can work independently on Integrated Logistics Support (ILS) analysis, give technical and material assessments, and act as a trusted advisor to government stakeholders. You’ll support both U.S. and international partners through Foreign Military Sales (FMS) and Security Cooperation programs across the full acquisition life cycle.
What You’ll Do
Your work may include any combination of the following (not limited to):
- Provide LCL support across all 12 Integrated Product Support (IPS) elements for new and existing FMS and Security Assistance customers. This covers every phase of the acquisition life cycle: new program logistics planning, sustainment, and disposal.
- Serve as the Diminishing Manufacturing Sources and Material Shortages (DMSMS) subject matter expert (SME) for the Program Manager, Case Manager, and logistics personnel. Identify obsolescence risks and recommend ways to reduce them.
- Recommend content for Life Cycle Cost (LCC) and Total Ownership Cost (TOC) Management Plans so leadership can make informed, affordable sustainment decisions.
- Analyze proposed changes to aircraft, weapons, and SE quantities, and assess how those changes would affect program life cycle support, readiness, and cost.
- Apply government processes for documentation, change control, and data management to keep program records accurate and audit-ready.
- Help the Program Office with new business acquisition and with FMS/Security Cooperation case development, implementation, and follow-on support.
- Prepare for and attend Program Management Reviews (PMRs), Technical Coordination Meetings (TCMs), conferences, briefings, and other major program events, both CONUS and OCONUS, as required.
- Pull together and analyze data from multiple sources to produce briefings, reports, and recommendations for reviews and meetings.
- Take part in special projects and other duties as assigned.
Minimum Qualifications
- Active Department of Defense Secret or Interim Secret Security Clearance.
- Master’s Degree from an accredited college or university and greater than ten (10) years of work experience in a field related to FMS, logistics, program management, or a technical or business analysis discipline related to acquisition, life cycle management, analysis, or planning.
- Additional experience can be substituted for a Master’s or Bachelor’s degree.
Preferred Qualifications
- Experience supporting Naval aviation programs, aircraft, airborne weapons, or support equipment.
- Hands-on knowledge of the FMS case life cycle and Security Cooperation processes (e.g., LOA development, case execution, and case closure).
- Working knowledge of the 12 IPS elements and DoD product support policy and guidance.
- Experience with DMSMS management, obsolescence forecasting, or parts management programs.
- Experience developing or contributing to LCC/TOC estimates, Life Cycle Sustainment Plans (LCSPs), or similar logistics planning documents.
- DAWIA / DAU Life Cycle Logistics certification (or equivalent Back-to-Basics credential).
- Strong analytical skills and advanced proficiency with Microsoft Excel, PowerPoint, and data analysis tools.
- Excellent written and verbal communication skills, including briefing senior government and international stakeholders.
- Willingness and ability to travel, including OCONUS travel, as needed.
