The Senior Program Manager, Bids & Proposals, is responsible for leading complex product and program initiatives through the early phases of the program lifecycle, specifically Phase A1 and A2, while ensuring a seamless transition to the Execution Program Management during Phases B through C. Responsibilities

New Product Introduction (NPI) Leadership

  • Lead programs through early lifecycle phases (A1 and A2), establishing program scope, objectives, risks, requirements, and execution readiness.
  • Facilitate the successful handoff of programs to Execution Program Managers at the start of Phase B and support continuity through Phase C as required.
  • Drive cross-functional alignment across Engineering, Operations, Business Development, and Program Management teams to ensure program success.

Bid & Proposal Support

  • Support bid and proposal activities with a focus on: 
    • Research and Development Expense (RDE) recovery opportunities.
    • Revenue Cost of Goods Sold (RevCOGS) initiatives.
    • Government-funded and industry-sponsored pursuits.
  • Collaborate with stakeholders to develop program management strategies, estimates, schedules, and execution approaches that enhance proposal competitiveness.

Program Definition & Planning

  • Develop and manage internal and supplier Statements of Work (SOWs).
  • Review and interpret customer SOWs and contractual requirements to ensure clear communication and understanding across all stakeholders.
  • Partner with Execution Program Managers to translate customer and supplier requirements into Program Management Plans and other critical program execution artifacts.
  • Ensure all program documentation supports a successful transition from Bid & Proposal (Phase A1/2) to program execution (Phase B/C).

Program Recovery & Process Improvement – Special Assignments

  • Support the recovery of troubled or underperforming programs, including red-status initiatives requiring strategic intervention.
  • Assist programs that are delayed or challenged in meeting phase exit requirements.
  • Monitor, analyze, and report on phase exit performance metrics and trends, driving corrective actions and continuous improvement initiatives.

Customer & Supplier Engagement

  • Serve as a primary PMO interface with customers, suppliers, and external stakeholders during proposal development, program initiation, and transition activities.
  • Build and maintain strong customer and supplier relationships through effective communication, issue resolution, and strategic collaboration.
  • Represent PMO in customer presentations, reviews, and business discussions.

Strategic Alignment & Leadership

  • Partner with PMO leadership to ensure alignment between Program Management, Global Business Excellence (GBE), Customer Business Teams (CBT), Engineering, and other key functional organizations.
  • Contribute to the development and implementation of program management best practices, governance, and continuous improvement initiatives.
  • Provide leadership and guidance on complex program management challenges across the business.
Qualifications

Required Qualifications

  • Bachelor's degree in Engineering, with additional experience in Business, Program Management, or a related field.
  • 10+ years of progressively responsible experience in program management, product development, or new product introduction environments.
  • Demonstrated experience managing complex programs within satellite communications, aerospace, defense, telecommunications, or related high-technology industries.
  • Strong understanding of program lifecycle management, phase-gate processes, and cross-functional product development methodologies.
  • Experience developing and managing Statements of Work (SOWs), program plans, schedules, and execution frameworks.
  • Proven success supporting bid and proposal activities, customer pursuits, and business development initiatives.
  • Exceptional stakeholder management and communication skills, with extensive customer-facing experience.
  • Strong analytical, problem-solving, and risk management capabilities.

Preferred Qualifications

  • Project Management Professional (PMP) certification or equivalent.
  • Experience with government contracting, government-funded programs, or regulated industries.
  • Experience leading recovery efforts for complex or at-risk programs.
  • Advanced knowledge of satellite communications products and technologies.

BENEFITS

The annual base salary range for this position is <$125,000- $166,000>. Please note that this salary information serves as a general guideline. Honeywell considers various factors when extending an offer, including but not limited to the scope and responsibilities of the position, the candidate's work experience, education and training, key skills, as well as market and business considerations.

This position is incentive eligible.
