Function:
Drive all Terminal Operational activities and ensures performance of each terminal are of quality and quantity of products within the terminals are maintained according to the business requirements.
Position:

  • Drive the business objectives in terminals through planning, directing, leading and guiding all terminal operations and maintaining control of the principle operational parameters.
  • Responsible for all HSSE matters within the terminals. Ensures all operational activities are managed in safe, efficient, reliable and incident-free manner at all times.

Key Responsibilities:

  • Responsible in ensuring that all standard company process and procedures are strictly followed by all Coastal and Inland PE Terminals.
  • Accountable in the performance of each terminal in maintaining the quality and quantity of products inside the terminal; Operating and Receiving gains/losses are within acceptable limits; resolves issues on product quality and gains/losses.
  • Responsible/monitors that the terminals operate within the approved Capex and Opex Budget; continuously drive for cost reduction and improving the level of service; coordinates with Engineering in monitoring and completion of Capex and major Opex projects; that projects are delivered on specs and on-time; recommends improvements in the terminal.
  • Responsible/ensures that requirements and policies regarding HSSE (Health, Safety, Security, Environment) are in-place and strictly followed; ensures continuous education and improvement of HSSE performance in each terminal; monitors the development of programs and schedule seminars/training/exercise to all employees in the terminal.
  • Ensures that the terminal meets or exceeds the expectations of all customers; fast and accurate order taking, on-time delivery with the right quantity and on-spec product.
  • Conduct walkabout in the terminal with Terminal Superintendent, HSSE Supervisors and terminal operations to identify what needs improvement and best practice in-place; recommend actions for items that need improvements and disseminate best practice to other terminals.
  • Take account of regulatory documentation required by local law and be the main point of contact with the local ministries:
  • (Assurance of Vehicles policy compliance including vehicle repairs, purchases and sales. Approval of equipment and services purchases. Respond to ministry claims and requests and assure ministry export permits for the company supplier).
  • Frequent visitation to all terminal sites to ensure smooth operations of each Involves in the recruitment of the Terminals Senior staff.
  • Comply with company requirements and systems relating to SAPS, HSEC & Quality and other company policies including Puma Energy HSE Responsibility Statement.

1.2.2.3 LINE MANAGEMENT All Line Managers are responsible to their relevant Functional Manager for HSEQ matters. As part of their overall duties, Line Management has specific responsibility for the implementation and progressive improvement of PE PNG HSE Program. This will include:

Core Responsibilities:

  • To lead by example and giving HSEQ equal emphasis as compared with other Company issues
  • To supervise our employees that they have responsibility for to work in accordance with the Policies and Procedures as outlined in the HSEQ Management System
  • To monitor that adequate resources are identified and, if there are issues arise, to communicate this to senior management so as to meet their HSEQ requirements
  • To have effective implementation of consultation / communication processes within their area of authority
  • That all employees are adequately trained to perform their HSEQ tasks to standards as required by the HSE-MS
  • To participate in HSEQ planning and training which affects their departments so that key aspects will be integrated into the operation for all relevant staff
  • To administer corrective discipline or action where safety and environmental regulations are breached
  • To monitor / supervise that all appropriate forms are duly completed and effectively address issues for all accidents / incidents / non-conforming product
  • To implement that appropriate safe work procedures / work instructions are developed for key tasks
  • To create the understanding that “safety, environmental and customer awareness” is part of PE PNG culture.

Health & Safety

  • To identify, assess and control hazards and environmental impacts which may require prompt corrective action(s) whenever management systems deviate from expected standards
  • To carry out site inspections in accordance with the HSEQ Management

System

  • Managing the worksite SDS Program which includes the registering of all on-site chemicals being used
  • To actively support the Injury Management of employees injured at PE PNG
  • To identify, implement and train personnel in the correct use of Personal Protective Equipment (PPE)
  • To investigate within 24 hours all accidents, or, near-miss incidents with a high-risk exposure / environmental impact, to determine causes and corrective action needed to prevent a recurrence
  • To monitor First Aid Administration standards so that they align with PE PNG’s requirements

Quality

  • To monitor that both internal and external customer requirements are identified and that the processes in place provide for customer expectations to be met.
  • To monitor that the products and services provided comply with agreed Standards and expectations
  • To address any non-conformances in a timely and effective manner so that appropriate corrective / preventive actions are developed and implemented.

Authority:

  • Line Managers have the authority to manage all applicable personnel through:
  • Taking appropriate disciplinary action when employees do not comply with the requirements as outlined in the HSE-MS, work instructions and work practices
  • Taking appropriate action where there is a safety / environmental risk identified that will severely impact on the site
  • Stop any practice immediately that impacts on HSEQ.

Accountabilities:

  • To be assessed as part of the PE PNG Job Performance Review.

Requirements:
Qualifications

  • Mechanical or Industrial Engineering degree.
  • Post graduate degree in strategic, operational management or business administration is preferred.

Experience:

  • At least 5 years’ experience as a Manager in a major Liquid Petroleum Terminal
  • 8-10 years of experience related to similar operations, including up to 6-7 years in a leadership role managing or supervising personnel.
  • Warehouse & Inventory Management Experience
  • Managing terminal engineering projects would be an advantage.

Skills:

  • Fluent in English and local language
  • Able to use Microsoft Office Suite applications; Presentation tools and programs
  • Knowledge of the international codes and standards in petroleum terminals (product handling, measurement, storage)
  • Knowledgeable in Health, Safety, Security and Environmental Protection
  • Excellent project, planning, change and time management capabilities
